- Approve agreement with Meals on Wheels using American Rescue Plan funds in the amount of $473,290 for the period of January 1, 2023, through December 31, 2024, to address the urgent need for more kitchen space for their Driving Kitchen Capacity program in order to nourish food insecure seniors age 60+ living in Yolo County, and
- Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background
American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $3,000,000 for projects under the Food Security priority category. At the October 25, 2022, Board meeting, Staff presented funding recommendations to allocate the remaining $1.3 million in the Food Security category. The Board expressed support for funding Meals on Wheels. Staff has worked with Meals on Wheels to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with Meals on Wheels and performance measures are described below.
Meals on Wheels- "Operation Accelerate: Driving Kitchen Capacity"
Funding this contract with Meals on Wheels will help with their Driving Kitchen Capacity program, specifically addressing the “Operation Accelerate Phase” of the program. This initiative addresses the urgent need for more kitchen space to reach the initiative’s current goal of nourishing 800 seniors with the potential of nourishing approximately 1,250 individuals. The desired outcome of this project is to provide more meals for more seniors and do so more nutritiously and equitably, leading to healthier outcomes critical for this vulnerable population. For the purposes of this project, healthier outcomes are defined as: more aging adults to aging in place in their own homes, avoiding medical interventions, reducing hospitalizations, enjoying improved mental wellness, and having an overall higher quality of life.
The performance measures and outcomes associated with this project include tracking the number of seniors receiving five meals a week for 52 weeks, measuring the development of kitchen procurement and menu development and tracking routes, and tracking the number of phone and/or in-person reassessments. More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.
