Termination of the Local Emergency Proclamations Relating to the COVID-19 Pandemic:
As background, on March 4, 2020, Governor Newsom issued a Proclamation of a State of Emergency in the State of California related to the COVID-19 pandemic. The Public Health Officer declared a local health emergency related to the COVID-19 on March 6, 2020. The County Administrator, acting in his capacity as the Director of Emergency Services, proclaimed the existence of a local emergency related to COVID-19 on March 6, 2020. The Board of Supervisors ratified these declarations and proclamations on March 9, 2020.
On October 17, 2022, Governor Newsom announced that the COVID-19 State of Emergency will end on February 28, 2023. His administration has reiterated this intention on several occasions, including recently, citing the declining rate of hospitalizations and deaths, widespread availability of vaccines and boosters, testing, treatments, and mitigation such as masking and indoor ventilation.
On the same grounds, the Public Health Officer recommends that the Board terminate the two proclamations ratified on March 9, 2020. Ending the local emergency and local health emergency effective February 28, 2023, concurrently with the end of the state emergency proclamation, is appropriate due to the current state of the pandemic response.
