Approve agreement with Yolo Resource Conservation District in the amount of $45,287 for the period of November 22, 2022, through November 21, 2024, to help achieve the County's goal of achieving net-negative carbon emission by 2030 by leading and facilitating conversations with the agricultural community which will contribute to the development of measures to support adaptation and resilience strategies that relate to natural and working lands. (No general fund impact) (Pinedo/York)

Recommended Action

  1. Approve agreement with Yolo Resource Conservation District in the amount of $45,287 for the period of November 22, 2022, through November 21, 2024, to help achieve the County's goal of achieving net-negative carbon emission by 2030 by leading and facilitating conversations with the agricultural community which will contribute to the development of measures to support adaptation and resilience strategies that relate to natural and working lands, and 
     
  2. Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background

American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $1,000,000 for projects under Climate Action within the Strategic Plan Implementation category. The Board then subsequently reviewed and provided direction on certain climate action funding at the November 22, 2022, Board meeting and expressed support for funding the Yolo Resource Conservation District (RCD). Staff has worked with the RCD to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with the RCD and performance measures are described below. 

Yolo Resource Conservation District - Yolo Climate Action and Adaptation Plan
Funding this contract with RCD will help achieve the County's goal of achieving net-negative carbon emissions by 2030. County Staff identified the RCD as a trusted partner who could help lead and facilitate conversations with the agricultural community. RCD will engage with farmers, farm workers, private landowners, the Yolo County Farm Bureau, the agricultural industry, and other ag groups (including through direct outreach, interviews, and/or the facilitation of focus group meeting(s)) to help ensure their needs and priorities are incorporated into the Climate Action and Adaptation Plan. RCD will also contribute to the development of measures to support adaptation and resilience strategies that relate to natural and working lands, including regenerative agriculture and open space, transportation and infrastructure, land use and buildings, regional strategies, ecological health, water supply, flood, fire, air quality, and wildfire smoke and local food and food hubs. 

The performance measures and outcomes associated with this project include tracking the number of working group meetings and/or workshops facilitated, tracking the total number of attendees at the working group meetings and/or workshops, and analyzing the feedback that was received from the agricultural community. More information about this contract, including a statement of work, budget, and performance measure, may be found in Attachment A.

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021.
