Recommended Action
- Approve agreement with Mutual Housing California using American Rescue Plan funds in the amount of $40,000 for the period of January 1, 2023, through December 31, 2023, to improve the health and wellness of 125 households supported by Mutual Housing California by increasing access to healthy food options and meals, and
- Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background
American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $3,000,000 for projects under the Food Security priority category. At the October 25, 2022, Board meeting, Staff presented funding recommendations to allocate the remaining $1.3 million in the Food Security category. The Board expressed support for funding Mutual Housing California. Staff has worked with Mutual Housing California to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with Mutual Housing California and performance measures are described below.
Mutual Housing California: Mutual Housing Food Program
Funding this contract with Mutual Housing California will improve the health and wellness of 125 households (approx. 300 individuals) supported by Mutual Housing California by increasing access to healthy food options and meals. Mutual Housing California will purchase food pantries at the housing sites to provide more storage space and more emergency food when required. Mutual Housing California will also provide staffing to ensure food is purchased, stored, and distributed effectively.
The desired outcome for this project contract is to increase accessibility to healthy and nutritional food access for seniors, children, and agricultural workers at their 7 Mutual Housing properties in Yolo County. The performance measures associated with this project include developing 5 new food pantries, purchasing low-cost healthy food from Yolo Food Bank and other partners, and tracking the percentage of residents' usage of the food program and their satisfaction with the program. No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction on the remaining Food Security ARP fund allocation at the October 25, 2022, Board meeting.
