Reason for Recommended Action/Background
Over the past several years, the County’s homeless population has increased high,lighting the critical need to find solutions to this important issue. The onset of the COVID-19 pandemic increased the health and safety concerns for this vulnerable population and for our local service providers. A local collaborative, led by Yolo County, was formed to create Project Roomkey and included local jurisdictions, service providers, healthcare providers and private businesses. Project Roomkey provided congregate shelter with the intent to prevent, prepare for, and respond to COVID-19. The impacts of this three-year response can be seen in the significant decrease in the number of unsheltered individuals identified in the 2022 Point-In-Time (PIT) count and in the flattening of the curve for all individuals and families experiencing homelessness as compared to the 2019 PIT Count data. The collaboration work to address homelessness in Yolo County continues through the concerted efforts of the Commission to Address Homelessness, the Homeless and Poverty Action Coalition (HPAC), and HHSA programming.
In conjunction with the Homeless Housing, Assistance and Prevention Round 3 grant application submission, HHSA partnered with Resource Development Associates (RDA) and HPAC to update the 2019 Yolo County Plan to End Homelessness. In the 2023-26 Yolo County Plan to Address Homelessness, HHSA will collaborate and coordinate with jurisdictions, HPAC and other partners in the community to strive to meet the following goals:

- Strengthen Homeless Crisis Response System and Prevention Services.
- Increase Permanent Affordable Housing Options for Those Experiencing or At-Risk of Homelessness.
- Improve Collaboration and Coordination Between Physical and Behavioral Healthcare & Housing and Homeless Services.
- Strengthen Systems Level Coordination.
