Adopt plans and specifications for the new modular building for Community Services staff in the Cannabis Unit, authorize the Director of General Services (or designee) to advertise for construction bids, and find that the project is exempt from the California Environmental Quality Act (CEQA). - Adopt plans and specifications for the new modular building, on file with the Clerk of the Board;
- Authorize the Director of General Services, or designee to advertise for construction bids; and
- Find the project is exempt from CEQA and authorize filing a Notice of Exemption (Att. A).

Reason for Recommended Action/Background
Currently, the Cannabis unit is located at a separate location from the Community Services Department and the Environmental Health Division. The Community Services Division has conducted a review of the Cannabis inspections and licensing process and determined that co-locating the Cannabis Unit with Environmental Health Division and the larger Community Service Department will remove confusion with Cannabis licensees.
The project consists of the construction of a new 3,600 square foot (sf) modular office building on the Department of Community Services (DCS) main campus and corporation yard. The project will facilitate the consolidation of the Cannabis Unit staff with Environmental Health Division staff onto the main Department of Community Services campus as well as build more cubicle space for the department’s growing staff. Currently, cannabis licensees travel between two separate locations to interact with Cannabis inspectors and administration staff, which often results in confusion and inconveniences for licensees.
With today's adoption of the plans and specifications (on file with the Clerk of the Board), the Director of General Services, or designee can move to advertisement for construction bids. A CEQA notice of exemption is included as Attachment A for the Board's consideration and approval on the grounds described therein.

The General Services Department collaborated extensively with Agriculture Department. Additional collaboration occurred with the Department of Financial Services.

The competitive solicitation process will commence upon the Board's adoption of the plans and specifications and the authorization of the Director of General Services, or designee, to advertise for construction bids.

The engineer's estimate for the construction of the project is $2,446,715, which includes a 10% contingency. The Cannabis fund has accumulated $1,200,000, all of which is proposed to be designated to this project. The General Government Impact Fee has accumulated $3,362,649, of which $1,187,475 is proposed to be designated to this project. Lastly the Accumulated Capital Outlay fund has accumulated $3,563,021, of which $59,240 is proposed to be designated to this project.
