Reason for Recommended Action/Background
On October 25, 2022, Staff presented the Housing & Homelessness remaining funding project recommendations to the Board of Supervisors (BOS); the BOS approved these projects. Within these recommendations was the City of Woodland's project proposal for the East Beamer Way Shelter Phase 2 project. The original funding request was in the amount of $2,000,000 to support the development of Freeman Court, a supportive housing project in Woodland managed by Friends of the Mission. After consultation with County staff, Friends of the Mission, and City of Woodland leadership, a revised proposal was submitted for $500,000 to support the Phase Il shelter addition at the East Beamer Way Campus. The Phase Il shelter addition will consist of the following key on-site services: a permanent dining area and kitchen, permanent bathrooms/showers/laundry, six (6) non-congregate shelter units, and additional office space. Units will be used to isolate guests who are COVID-19 positive, sick, or need a level of medical respite care. The funding request will be utilized to cover the following project expenses: $150,000 for Architectural/Engineering, $40,000 for additional grant and project oversight, and $310,000 for initial infrastructure costs. The City of Woodland has already invested over $4,000,000 in local funding for the East Beamer Way campus. This is in line with the priorities of the ARP Housing & Homelessness workgroup. The proposal can be found in Attachment A, and a formal request letter for the change in subrecipient can be found in Attachment B.
Staff have been in communication with leadership from the City of Woodland, and the City would like to have the subrecipient of the ARP funds changed from the City of Woodland to Friends of the Mission.
