Recommended Action
- Approve second amendment to First 5 Yolo's Welcome Baby program; and
- Delegate authority to the Manager of Procurement to sign the proposed amendment.

Reason for Recommended Action/Background
The Welcome Baby program, operated by First 5 Yolo, is a broad-based nurse and community health worker home visiting program that supports Medi-Cal and uninsured families in need immediately following birth. On September 28, 2021, the Board of Supervisors approved $2,000,000 in funding for Welcome Baby as part of the Initial ARP Expenditure Plan. The contract with First 5 Yolo was subsequently approved at the November 9, 2021 meeting.
On April 12, 2022, the Board of Supervisors approved an additional $300,000 in ARP funding for Welcome Baby, bringing the total program funding to $2,300,000. The additional funding was not immediately needed for ongoing operations, and the process of amending the budget to represent the awarding of the funds was placed on hold pending further negotiations with local city jurisdictions regarding additional funding.
The proposed changes to the scope and performance measures are minor and are meant to reflect minimal changes that the program has undergone after beginning operations. A full report on the program's progress and accomplishments will be provided as part of the American Rescue Plan Child, Youth and Family Update at the June 6th Board of Supervisors meeting.
