Approve and authorize the Chair to sign the first amendment to Memorandum of Understanding with Yuba Community College District to extend term through June 30, 2024; increase District contribution to $90,000 and County contribution to $225,000 for 2023-24 for a new contract maximum of $945,000 for the period of September 1, 2020 through June 30, 2024; and increase option year funding for the provision of school-based healthcare and behavioral health services for students. (No general fund impact) (Sullivan)

Recommended Action

  1. Approve and authorize the Chair to sign the first amendment to Memorandum of Understanding (MOU) with Yuba Community College District to extend term through June 30, 2024; increase District contribution to $90,000 and County contribution to $225,000 for FY 2023-24 for a new contract maximum of $945,000 for the period of September 1, 2020 through June 30, 2024; and increase option year funding for the provision of school-based healthcare and behavioral health services for students; 
     
  2. Delegate authority to the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the MOU, upon approval as to form by County Counsel; and
     
  3. Delegate authority to the Director of the Yolo County Health and Human Services Agency, or designee, to exercise option years on behalf of the County and issue related notices.

Reason for Recommended Action/Background

This MOU established a collaboration between the Yuba Community College District (District) and the County of Yolo (County) through its Health and Human Services Agency (HHSA) for the provision of physical and behavioral health services to all District students enrolled at Woodland Community College (WCC) main campus. The services provided by community-based healthcare service providers work to improve the overall health and well-being of WCC students.

Both the District and HHSA are looking to increase their contributions to this program for FY 2023-24 and for the option year/FY 2024-25 to be able to assist more WCC students with these vital services. The expansion of services will focus on increasing the provision of mental health services available to students on campus. HHSA collaborated with the college to target program expansion to the area of greatest need, which the college identified to be behavioral and mental health services.  The approval of this amendment will allow District and HHSA to expand the coordination of physical health, behavioral health, and social services in a client-centered, culturally, and linguistically competent manner that improves beneficiary health and well-being of WCC students.

No general funds are required by this action. The total amount of this action is to increase County contribution by $225,000 and District contribution by $90,000 for a new contract maximum of $945,000 for the period of September 1, 2020 through June 30, 2024. The amount of $225,000 of County contribution and $90,000 of District contribution is included in the approved budget for fiscal year 2023-24.
