Recommended Action
Approve sixth amendment to Agreement No. PO 2312 with Bobbie Stewart Consulting to extend the term of the agreement through December 31, 2023 and add funding in the amount of $32,375, for a new contract maximum of $429,825, for the period of July 1, 2017 through December 31, 2023, and to update and clarify language in the agreement, for the provision of anger management and domestic violence counseling services.

Reason for Recommended Action/Background
Bobbie Stewart Consulting (BSC) offers a range of services in Yolo County, including anger management classes, 52-week batterer’s intervention program, and supervised visitation monitoring. BSC core principles of practice are safety, accountability, and collaboration. The safety of victims, their children, their families, and the community as a whole are paramount and of critical importance. The rehabilitation and confidentiality of clients are secondary to the safety of victims and their children. BSC’s philosophy is to advance the premise that domestic violence is learned behavior, a product of thinking errors, and is, therefore, changeable. BSC strives to promote increased safety for victims, as well as the children who witness domestic violence.
On or about June 27, 2017, the County entered into an Agreement with BSC to provide anger management and domestic violence counseling services. The initial term of the Agreement was for 3 years, July 1, 2017 through June 30, 2020 for a total of $94,650. The Agreement also included 2 optional extensions for Fiscal Year 2020-21 and 2021-22.
On or about July 11, 2019, the Parties amended the agreement via the first amendment to add funding in the amount of $30,000 for Fiscal Year 2019-20 for a new contract maximum of $124,650; and to update and clarify language in the Agreement.
On or about June 11, 2020, the Parties further amended the agreement via the second amendment to extend the term of the Agreement through June 30, 2021 and add funding in the amount of $61,550 for Fiscal Year 2020-21 for a new contract maximum of $186,200; and to update and clarify language in the Agreement.
On or about June 25, 2020, the Parties further amended the agreement via the third amendment to add funding in the amount of $30,000 for Fiscal Year 2019-20 for a new contract maximum of $216,200.
On or about May 24, 2021, the County exercised its option to extend the term of the agreement through June 30, 2022 and add funding in the amount of $61,550 for Fiscal Year 2021-22 for a new contract maximum of $277,750.
On or about July 14, 2021, the Parties further amended the agreement via the fourth amendment to add funding in the amount of $24,000 for Fiscal Year 2020-21 for a new contract maximum of $301,750.
On or about June 16, 2022, the Parties further amended the agreement via the fifth amendment to extend the term of the Agreement through June 30, 2023; add funding in the amount of $34,250 for Fiscal Year 2021-22 and add funding in the amount of $61,550 for Fiscal Year 2022-23 for a new contract maximum of $397,000.
This sixth amendment extends the term of the Agreement through December 31, 2023; adds funding in the amount of $32,275 for Fiscal Year 2023-24 for a new contract maximum of $429,825, and updates and clarifies language in the Agreement.
HHSA believes it is the best interest of the County to extend this agreement from the previous contract period based on satisfactory service and to avoid the interruption of County business. A formal procurement for these services is planned for early FY2023-24.
The Procurement Manager and HHSA request approval of this amendment to ensure these vital services can continue until a formal Request for Proposal (RFP) can be released for a new contract start date of January 1, 2024.

HHSA confirms Bobbie Stewart Consulting has performed satisfactorily under this agreement. The service provider accepts all appropriate referrals and provides services to meet the needs of CWS parents.

Competitive Bid Process/Vendor Performance
On March 22, 2017, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide anger management and domestic violence counseling services. The solicitation was open for 30 days, (just over 4 weeks). On April 5, 2017, HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference.
The County received 2 proposal(s) from this solicitation. HHSA reviewed the proposal for minimum requirements and 2proposals were moved forward to the Review Committee, comprised of 3 HHSA staff and 2 other County staff.
The Review Committee evaluated the proposals and determined that the proposal submitted by Bobbie Stewart Consulting met all the required qualifications necessary to successfully provide these services. On April 28, 2017, the County issued an Intent to Award letter.

HHSA confirms Bobbie Stewart Consulting has performed satisfactorily under this agreement. Thus, pursuant to the authority provided to the County Procurement Manager as the County Purchasing Agent under the current Yolo County Procurement Policy, the Procurement Manger has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business. A formal solicitation for these services is planned to be released in early FY 2023-24 for a targeted contract start date of January 1, 2024.
