Recommended Action
- Approve agreement with LoCI for monitoring and measuring methane from the Yolo County Central Landfill gas collection system; and
- Authorize the Chair of the Board to sign the agreement.

Reason for Recommended Action/Background
On November 22, 2022, the County released a Request For Proposals (RFP) for monitoring and measuring methane and other gases at the Yolo County Central Landfill with the intention of finding a company that would be willing to partner with the County to increase methane capture to further reduce greenhouse gas (GHGs) emissions, and apply for the 45Q tax credit for carbon sequestration. Since 2008 the U.S. Internal Revenue Code has provided a tax credit to incentivize carbon capture, utilization, and storage. In 2022 this tax credit, commonly called the 45Q tax credit, was expanded and extended with the passage of the Inflation Reduction Act, which helped facilitate this mutually beneficial partnership.
The County received one proposal in response to the RFP. The proposal received was from LoCI, a company that uses patented technology to increase methane capture and reduce emissions from landfills. Founded in 2013, LoCI’s equipment strives to optimize gas collection through automation, using algorithms to continuously adjust the gas well-heads instead of the more standard manual adjustments. LoCI is in the process of being able to apply for the 45Q tax credit, and has submitted a Life Cycle Assessment to the US Department of Energy for review and approval. This process is estimated to take at least 3-6 months.
This project will not cost any money to the County. Upon receipt of required insurance and bonds, the County will grant a license to LoCI to install their equipment free of charge and LoCI will have the opportunity to apply for the tax credit using methane captured at the Yolo County Central Landfill. In exchange, if LoCI obtains any credits, the County will receive 20% of the net realized value.
The goal of this project is to test-run new technology that could help increase carbon sequestration from the landfill, furthering the County’s sustainable environment goal. There are no current plans for this agreement and project to replace the monthly calibrated compliance monitoring that landfill staff and other vendors perform each month.
