Authorize the Yolo County Administrator to execute an agreement with the Yolo County Flood Control and Water Conservation District for water hauling for $439,500.

Reason for Recommended Action/Background

The County and the Office of Emergency Services secured a commitment from the California Department of Water Resources (DWR) from the Small Community Drought Relief Program to provide $885,669 in funding for financing the Yolo County Water Hauling and Water System Improvement Project through a funding agreement signed between the County and DWR in February 2023, Grant Agreement No. 4600015007.

The Yolo County Water Hauling and Water System Improvement Project invoices several different projects to address dry goods concerns in the county, which provides purchasing above-ground water tanks, installing them on private property, and providing hauled water and potable water for Yolo County residents whose wells have gone dry due to the ongoing drought. Includes Tank installation and Water Deliveries of potable and non-potable water. Water delivery is allocated $439,500 of the total dollars of the grant.

Yolo County Flood Control and Water Conservation District (YCFCWCD) has closely coordinated with OES on several other emergency response projects, including Chipper Pilot Program. The aggregate value of all the OES/YCFCWCD contracts exceeds the $200,000 allowable departmental amount, and this agreement requires Board approval. Therefore, OES requests approval for this water hauling contract to continue the water delivery allowed through the grant agreement to Yolo County Residents who have met the requirements to get above-ground water tanks and water deliveries.

Competitive Bid Process/Vendor Performance

During the summer of 2021, Cal Aqua was the only vendor that was found to deliver full-time potable and non-potable water deliveries to property in Yolo County.  The other companies found in Yolo County are construction water haulers and can only deliver after hours.

At the July 27, 2021, Board of Supervisors meeting, the County Board of Supervisors adopted Resolution No. 21-98 proclaiming the existence of a local drought emergency.  Water hauling to properties with dry wells was considered an emergency activity within the County for the immediate preservation of public health, welfare, and safety (PCC §1102, 10340).
