Recommended Action

  1. Accept as complete the construction work on the 2022 Pavement Preservation Project performed under Agreement 5555-2022-3011-VSS INTERNATIONAL by VSS International, Inc.; and
     
  2. Authorize the Director of Public Works to sign and record the Notice of Completion of the 2022 Pavement Preservation Project.

Reason for Recommended Action/Background

VSS International, Inc. substantially completed construction of this project on March 17, 2023, in accordance with the contract plans and specifications.  The Board of Supervisors’ acceptance of the work, and authorization for the Director of Public Works to record the Notice of Completion, will allow the project to be closed out.

Background

The County Roads (CR) where pavement was improved by this project are located throughout the County as shown on the location map (see Attachment A) and listed below:
  • All public roads in the Town of Yolo
  • CR 99W from CR 1 to CR 18
  • CR 8 from CR 90B to CR 99W
  • CR 18 from I-5 to Railroad Tracks
  • CR 19A from CR 99 to Railroad Tracks
  • CR 1 from I-5 to CR 84
  • CR 84 from CR 1 to CR 2
  • CR 89W from CR 6 to 2,850ft south of CR 6
  • CR 89 from CR 89 to 4,750ft south of CR 89
  • CR 7A from CR89 to 1,300ft east of CR89
  • CR 89A from CR 7A to 1,300ft south of CR 7A
  • CR 8 from CR 89 to 1,400ft east of CR89
  • CR 90 from CR 8 to 3,700ft south of CR 8
The treatment included digging out and replacing failed areas, applying micro-surfacing, followed by installation of an asphalt rubber chip seal. An application of slurry seal above the asphalt rubber chip seal was used in portions of the Town of Yolo and on CR 19A. This work was followed by shoulder work to conform to existing grades and driveways.

The asphalt rubber chip seal portion of the treatment was partially funded through a $250,000 grant from CalRecycle.  County staff applied for the Rubberized Pavement Grant Program in order to compete for these funds and use a proven, sustainable pavement treatment for over eighteen miles of pavement maintenance.  We estimate some 9,000 ground-up, used rubber tires were used to create this pavement seal and were diverted from landfills.

The project was completed without any claims, and within the authorized budget, including change orders.

Collaborations (including Board advisory groups and external partner agencies)

CalRecycle administers the grant program for funds contributed toward the asphalt rubber chip seal portion of the work.
Encroachment permits were secured by the contractor from Caltrans and the California Northern Railroad (Genesee & Wyoming Inc.).

Competitive Bid Process/Vendor Performance

The competitive bid process was completed in accordance with State law. The project was advertised on April 18, 2022, and bids were opened and read publicly at the Department of Community Services on May 12, 2022.  Six bids were received at the bid opening on May 12, 2022, ranging from $5,194,120.00 to $6,601,577.60.

Vendor Performance
VSS International, Inc. was the lowest bidder and following receipt of the contractor’s bond and insurance certificates, the contract was executed on June 3, 2022.  The Department confirms VSS International, Inc. performed satisfactorily on the contract.

Further explanation as needed:

Sufficient funds were budgeted in the FY 22/23 Road Fund budget to complete the construction. CalRecycle grant funds have been allocated up to $250,000 toward reimbursement of the asphalt rubber chip seal portion of the work. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, provided the balance of the funds for construction.
