Recommended Action

Reason for Recommended Action/Background
On or about July 20, 2021, the County entered into an agreement with North Valley Behavioral Health with an initial term of July 1, 2021 through June 30, 2024 for a total contract maximum of $6,044,400. The agreement included the purchase of six dedicated beds at a client-centered, accessible, quality, affordable inpatient psychiatric service center that is available to the County for patient placement without wait times.
North Valley Behavioral Health operates two multidisciplinary inpatient Psychiatric Health Facilities in Yuba City, California. The programs provide patient-centered with a “Patient’s First” philosophical approach and guided by a multidisciplinary team that provides individualized pharmacological, therapeutic, and rehabilitative interventions in a safe and secure environment. Eligible clients are Yolo County residents who are 18 years or older with serious mental illness (SMI), who are deemed in need of the highest level of care provided in a non-state (local) hospital like facility.
With the purchase of the six dedicated beds, the County is able to collaborate with a consistent provider of intensive, supportive inpatient care, with the goals of decreasing overall hospitalization length of stay and improving client outcomes.
Services are available in a 24-hour care, non-state hospital like setting to referred adults who:

- have physical health needs that can be met by an affiliated hospital or in an outpatient setting.
On or about June 7, 2022, the Parties amended the Agreement to add funding for FY 2021-22 and FY2022-23 for a new contract maximum of $6,619,600; and updated and clarified language in the Agreement.
On or about July 19, 2022, the Parties further amended the Agreement to update the daily rate for FY 2022-23.
On or about September 13, 2022, the Parties further amended the Agreement to add funding for FY 2021-22 for a new contract maximum of $7,023,000; and updated and clarified language in the Agreement.
HHSA recommends approval of this amendment which adds funding in the amount of $888,912 for FY 2022-23 to pay pending invoices and to allow for the continuation of these vital services.

HHSA confirms North Valley Behavioral Health has performed satisfactorily under this agreement. In FY21/22 North Valley Behavioral Health completed a total of 67 admissions for 65 unduplicated clients.

Competitive Bid Process/Vendor Performance
On July 30, 2021, the Yolo County Procurement Manager approved a sole source procurement for these services.
Procurement reviewed HHSA’s request and determined a sole source was deemed appropriate for these services because without sole source approval of the agreement with the vendor, the County would lose the ability to meet the crisis needs of its resident. Factors considered, included but were not limited to:
1) the vendor is the only local provider for psychiatric health facility services and can accommodate the 6 dedicated beds for the County; 2) offers high quality, client centered acute mental health services in a secure inpatient setting at a lower rate that the local acute psychiatric inpatient hospitals we use.; 3) reasonable bed pricing and medi-cal reimbursable; and 4) losing 6 dedicated, reasonably priced, and always available acute beds at a facility close to Yolo County, would negatively impact the County’s ability to meet the crisis needs of its residents

No general funds are required by this action. These services will be funded by Realignment. The action increases the contract maximum by $1,000,000 for a total of $8,023,000 for the period of July 1, 2021 through June 30, 2024. The amount of $1,000,000 is included in the HHSA adopted budget for FY 2022-23.
