Recommended Action
- Authorize the Chair to execute a renewal agreement with CommuniCare Health Centers for the provision of Juvenile Justice Community Behavioral Health Services in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM) initiative in an amount not-to-exceed $266,159.84 for the period of July 1, 2023 through June 30, 2024; and
- Delegate authority to the HHSA Director to issue all notices in conformance with the conditions of the underlying Agreement, including termination notices.

Reason for Recommended Action/Background
On or about October 19, 2021, Yolo County issued a formal request for proposal (details in the Competitive Bid Process section, below) to solicit a provider for Juvenile Justice Community Behavioral Health Services. Juvenile Justice Community Behavioral Health Services are mental health, family counseling and/or substance abuse treatment services for up to 50 justice-involved youth at any given time who are under the age of 21 years and are residents of Yolo County or have system involvement in Yolo County. The services and treatment are community-centered rather than facility-based and patterned upon evidence-based or best practice models of treatment, incorporating principles of resiliency and recovery. The services are informed by probation case plans and are often driven by court orders.
The resulting agreement was awarded to CommuniCare Health Centers and on March 29, 2022 the County and CommuniCare Health Centers entered into Agreement No. 22-52, which provided an initial term of April 1, 2022 through June 30, 2023, with three optional extensions for FY’s 2023-24 ($266,159.84), 2024-25 ($250,000) and 2025-26 ($250,000.)
California Advancing and Innovating Medi-Cal (CalAIM) Initiative
The renewal agreement requested in this staff report will be drafted and executed on the finalized Yolo County SMHS boilerplate. County Counsel and the Procurement Division are participating in the review and finalization of the Yolo County SMHS boilerplate. However, due to the timeliness in which the County has been receiving information from DHCS, especially regarding rates, final boilerplate language is still pending. Approval of this request herein will enable HHSA to expedite processing and approval of the renewal agreement to minimize any lapse in services once we have all of the information from DHCS and have negotiated final rates with our providers.
While Agreement No. 22-52 provided three optional extensions for FY’s 2023-24 ($266,159.84), 2024-25 ($250,000) and 2025-26 ($250,000), due to the significant regulatory and claiming changes driven by the CalAIM initiative, the current agreement cannot be extended on the same terms and conditions and must be replaced by a renewal agreement. HHSA now requests BOS approval of a one-year extension of the agreement with CommuniCare Health Centers, for the provision of Juvenile Justice Community Behavioral Health Services in an amount not to exceed $266,159.84 for the period of July 1, 2023 through June 30, 2024, and delegate signing authority to the Yolo County Board Chair to assist with expediting execution of the renewal agreement. Based on guidance from County Counsel and the Procurement Division optional extensions for FY’s 2024-25($250,000) and 2025-26 ($250,000) will not be included in this renewal agreement and will likely be drafted in a future agreement. County Counsel and the Procurement Division are working on updating the County long form contract boilerplate that will be forthcoming sometime in FY2023-24.

Performance measures were included in Agreement No. 22-52 See Att. B. Performance Measures. These performance measures or similar performance measures will also be included in the renewal agreement.

Competitive Bid Process/Vendor Performance
On October 19, 2021, the County issued a competitive solicitation via a request for proposals (RFP) from qualified community-based organizations to provide Juvenile Justice Community Behavioral Health Services. A bidder’s conference was held, and the RFP was open for 34 days. Two proposals were received from this solicitation. The proposal submitted by CommuniCare Health Centers was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. These services will be funded by a combination of funding streams including Mental Health Services Act funding, Juvenile Justice Crime Prevention Act (JJCPA) funding, Supportive Therapeutic Options Program (STOP) funding, and Medi-Cal billing for federal financial participation (FFP). The total amount of this action is $266,159.84 for the period of July 1, 2023 through June 30, 2024. The total amount of $266,159.84 has been included across HHSA’s and Probation Department’s budget planning processes for fiscal year 2023-24.
