Recommended Action
- Adopt Authorized Position and Salary Resolution to implement changes in the Department of Community Services, Department of Financial Services, District Attorney's Office, Health and Human Services Agency, Regional Child Support Agency, and the Sheriff's Office;
- Adopt Authorized Position and Salary Resolution to implement changes to positions approved at the Adopted Budget;
- Approve accelerated merit step increases for three Environmental Health Program Coordinators in the Department of Community Services from Step 4 to Step 5 for exceptional qualifications, effective July 2, 2023; and"
- Adopt resolution providing for At-Will appointments to County positions to add Deputy Chief Financial Officer.

Human Resources recommends the Board approve the request from the Department of Community Services to grant an accelerated merit step increase to step 5 for Jianmin Huang, Moushumi Hasan, and Michelle Bilodeau upon reclassification to step 4 of the new salary range in the newly created class of Environmental Health Program Coordinator for exceptional qualifications, effective July 2, 2023. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. Jianmin Huang boasts an impressive 10-year tenure as a Supervising Environmental Health Specialist. Moushumi Hasan, equally seasoned, has served as a Supervising Hazardous Materials Specialist for 9 years. Michelle Bilodeau brings her expertise with over 20 years in the Environmental Health field, making her a valuable asset despite her recent promotion to Supervising Environmental Health Specialist, a position she has held for 1 year. These three distinguished professionals demonstrate exceptional proficiency in their respective domains, underpinned by their extensive skills, knowledge, and years of experience, justifying their commencement at the highest salary tier. This action will result in an additional 5% increase for each incumbent.
Board approval of the attached Resolution providing for At-Will Appointments to County Positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.
