Recommended Action
- Approve the Airport Capital Improvement Plan for 2023 to 2028; and
- Authorize the Director of General Services to sign and submit to the Federal Aviation Administration the Airport Capital Improvement Plan and all related documents.

Reason for Recommended Action/Background
The Federal Aviation Administration has an annual process to develop a national Airports Capital Improvement Plan (ACIP). The FAA will prioritize funding for projects in the national ACIP. The ACIP is a five-year plan, and is updated annually on a rolling basis. Each public airport seeking to obtain federal funding for their infrastructure projects must have their own ACIP filed with the FAA. The Yolo County Airport is required to file the next five year ACIP by July 14, 2023. The projects on this ACIP are 1) rehabilitate the runway, 2) rehabilitate the taxiway, 3) relocate the automated weather observing station, and 4) reconstruct the hangar apron as mapped on Attachment A. The potential project costs are identified in Attachment B.
Approving this ACIP does not obligate County funds, and does not obligate the County to undertake the project(s). Staff will return before this Board for approval of each individual project before obligating County and federal funds. Failure to adopt the ACIP precludes the County's ability to obtain federal funding for the next federal fiscal year. If this ACIP is approved, County staff will incorporate it in the forthcoming County's annual CIP process.

There is no cost to submit an ACIP. The cost of all projects on the ACIP is $6.1M. Should the ACIP be approved and funded by the FAA, there is a potential of $5.5M of federal funds (90%) allocated to Yolo County, with an additional $0.3M from the State Department of Transportation (4.5%), requiring only a $0.3M contribution from County funds (5.5%). Historically, the County's contribution is from the Accumulated Capital Outlay funds. The County retains the discretion each year whether to proceed with each project.
