Recommended Action

Approve first amendment to Agreement No. 21-10279 with the California Department of Health Care Services to add funding in the amount of $36,670, for a new contract maximum of $3,101,630, for the period of January 1, 2021 through June 30, 2024 for the transfer of public funds to provide support for the nonfederal share of risk-based payments to managed care health plans for Medi-Cal health care services.

Reason for Recommended Action/Background

Each year, the Yolo County Health and Human Services Agency (HHSA) seeks to secure federal financial support for services delivered to the Medi-Cal population that have not previously received federal matching funds. The mechanism for securing these funds involves a rate range intergovernmental transfer (IGT) process pursuant to sections 14164 and 14301.4 of the Welfare and Institutions Code through an agreement with the California Department of Health Care Services (DHCS). On or about December 6, 2022, HHSA entered into Agreement No. 21-10279, also known as Yolo County Agreement No. 22-237 with DHCS.

The rate range IGT process requires that the County transfer local funding to DHCS, who uses the funds to draw down additional federal matching funds. DHCS then transfers the original County funds, along with the federal matching funds (minus an administrative fee), to the local Medi-Cal Health Plan.  In Yolo County, this is Partnership Health Plan of California (“Partnership”).  Partnership then awards these funds to their partnering entities, including Yolo County.

On an ongoing basis, DHCS reconciles the amount of the nonfederal share of funding the County transfers to DHCS based on actual enrollment figures. The reconciliation has resulted in an increase to the nonfederal share of funding by $36,670. Staff recommends that this amendment be approved so that the terms of our agreement with DHCS can be met.

No general funds are required by this action. The $36,670 that HHSA will transfer to DHCS will be returned to HHSA, along with the federal financial participation (less the 20% administrative fee). The total revenue will be approximately $6 million.
