Subject

Approve the addition of Cesar Chavez Day (Sunday, March 31, 2024, to be observed, Monday, April 1, 2024) and Juneteenth (Wednesday, June 19, 2024) as paid County holidays. (Potential general fund impact: $253,000) (Lara/Zendejas) (Est. Time: 10 min)

Recommended Action

  1. Approve the addition of Cesar Chavez Day (Sunday, March 31, 2024, to be observed, Monday, April 1, 2024) and Juneteenth (Wednesday, June 19, 2024) as paid County holidays; and
     
  2. Authorize the Director of Human Resources to take the necessary actions to implement such observance including entering into side letter agreements with represented bargaining units.

Reason for Recommended Action/Background

In accordance with the Board of Supervisors' commitment to Diversity, Equity, and Inclusion (DEI) staff recommends observing Cesar Chavez Day and Juneteenth as paid County holidays. By honoring Cesar Chavez, a champion of civil rights and labor rights, and commemorating Juneteenth, which signifies the emancipation of enslaved African Americans, Yolo County celebrates the historical and contemporary contributions of the whole of our community. This not only fosters a sense of belonging and acceptance but also serves as a catalyst for educational programs and community events that encourage learning, understanding, and stronger community relationships.

By observing Cesar Chavez Day and Juneteenth as paid County holidays, Yolo County sends a powerful message to its residents—that they are valued, celebrated, and embraced in their entirety. This embrace extends to all members of the community, regardless of their backgrounds, and creates a sense of belonging that strengthens social cohesion and reaffirms Yolo County's commitment to equitable representation and recognition of the diverse perspectives that enrich its social fabric.

As such, staff recommends observing Cesar Chavez Day and Juneteenth as paid County holidays and authorizing the Director of Human Resources to take the necessary actions to implement such observance including entering into side letter agreements with represented bargaining units.

Martin Luther King Jr. Day

President's Day
Cesar Chavez Day
Memorial Day

Juneteenth
Independence Day
Labor Day
Veterans Day
Thanksgiving Day and the day after
Christmas Day
