Reason for Recommended Action/Background

In October 2022, the Yolo County Health and Human Services Agency (HHSA) began the Community Program Planning (CPP) process for its Mental Health Services Act (MHSA) Three-Year Program & Expenditure Plan for Fiscal Years 2023-2026. This process included 32 focus groups with 516 participants, their family and friends, people on the front lines, emergency responders, adults, parents, youth, LGBTQ+ people, diverse racial and cultural communities, five key informant interviews with HHSA Leadership and County Supervisors, three Community Engagement Work Groups (CEWG), and MHSA updates and presentations to the Local Mental Health Board and the Board of Supervisors.

This presentation will provide an overview on the Community Program Planning (CPP) process, key strategic priorities, the proposed spend plan, and next steps.

MHSA 3-Year Plan
The draft MHSA 3 Year was posted, as of June 22, 2023, to the MHSA page of the Yolo County website at www.yolocounty.org/mhsa. This draft was available for review and for the mandated 30-day public comment through July 21, 2023. Comment forms and online resources were also made available on the website. Hard copies were available at HHSA locations in Woodland, Winters, Davis, Esparto, and West Sacramento within Yolo County. The county announced and disseminated the draft plan broadly through community stakeholders, the general public, the Community Engagement Work Group, MHSA listservs, service providers, consumers and family members, Board of Supervisors, Local Mental Health Board, county staff, and requested and encouraged partners and community stakeholders to promote the review of the draft plan and participation by posting and sharing with others.

On Monday, July 24, 2023, at 6:00 PM, a public hearing was held by the Yolo County Local Mental Health Board. All public comments and HHSA responses were incorporated into the final draft of the MHSA 3-Yr. Plan for 2023-2026. HHSA now seeks Yolo County Board of Supervisors approval of the finalized MHSA 3-Yr. Plan for 2023-2026 for implementation.
 
Background
The Mental Health Services Act, passed in 2004 as Proposition 63, provides for a 1% tax on personal incomes over $1 million. This revenue is divided by a State formula and distributed directly to counties to expand and transform the mental health system while meeting the needs of unserved or underserved consumers. Per MHSA regulations, county MHSA funds must be spent in the following manner across five core components:
  • 76% on Community Services and Supports (CSS) for programs to address adults with severe mental illness and children and youth with serious emotional disturbance. Of this 76% in CSS funding, 51% must be spent on Full-Service Partnership programs that provide full wrap-around services for high-need clients
  • 19% on Prevention and Early Intervention (PEI) services of which 51% must be allocated to services for individuals under 25 years old
  • 5% on Innovation projects that introduce a new practice or approach
  • Workforce Education and Training (WET)
  • Capital Facilities and Technological Needs (CFTN)
On a triennial basis, each county is required to submit a program and expenditure plan for use of these funds, followed by two annual updates to the plan. HHSA has developed this draft MHSA 3-Year Plan to account for fiscal years 2023-2026.
