Approve and authorize the Chair to sign State Agreement No. 22-11348 with California Department of Public Health in the amount of $465,166.50 for the period of July 1, 2022 through June 30, 2026 for the provision of Workforce Career Ladder Education and Development Program. Recommended Action
- Approve and authorize the Chair to sign State Agreement No. 22-11348 with California Department of Public Health (CDPH) in the amount of $465,166.50 for the period of July 1, 2022 through June 30, 2026 for the provision of Workforce Career Ladder Education and Development Program;
- Approve and authorize the Chair to sign Att. B. Contractor Certification Clauses;
- Delegate authority to the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement, upon approval as to form by the County Counsel; and
- Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program reports required under this Agreement, including reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background
The California Department of Public Health (CDPH) has awarded the County this grant funding for the County to provide support to public health staff in pursuit of professional certifications or re-certifications and other relevant public health or professional development courses/trainings.
The Scope of Work for this project is as follows:
Supervisors, managers, directors, and staff wanting to promote into supervisory or managerial roles will have high quality initial and on-going training that will prepare them for advancement within Yolo County’s Health and Human Services Agency (“HHSA”). These comprehensive trainings aim to address the following:

Supervisors, managers, directors, and staff wanting to promote into supervisory or managerial roles will have high quality initial and on-going training that will prepare them for advancement within Yolo County’s Health and Human Services Agency (“HHSA”). These comprehensive trainings aim to address the following:
- Support staff as they enter new roles with new responsibilities as they advance in public health;
- Set clear expectations for staff in supervisory or managerial roles;
- Cultivate a climate of psychological safety for both staff in supervisory/managerial roles, as well as staff seeking to grow within HHSA;
- Address burnout associated with the COVID-19 Pandemic response and disrupt unhealthy work practices and environments;
- Create pathways to internal promotion, with succession planning in mind and an emphasis on current public health staff, while emphasizing equitable advancement and non-traditional work journeys;
- Enhance the growth and development of a diverse and inclusive workforce.
In order to maintain the internal pathway to promotion structure, and further develop and enhance the mechanism, HHSA aims to expand the interest and skillsets of existing leaders and begin to develop those of future leaders.

No general funds are required by this action. The total amount of this action is up to $465,166.50 in revenue for the period of July 1, 2022 through June 30, 2026. The amount of $253,166.50 is included in the HHSA recommended budget for fiscal year 2023-24. The related funding will be included in the requested budget process for future fiscal years.
