- Adopt budget resolution to the FY 2023/24 Recommended Budget increasing appropriations in the Small and Rural Local Law Enforcement Cost Center by $237,774 for the purchase of body worn cameras, hardware, and subscription software necessary to operate the system; and
- Approve the MCA with Motorola for equipment purchase and software licensing.

Reason for Recommended Action/Background
After preliminary testing and development of policy and procedures, the Sheriff's Office is ready to implement a body-worn camera (BWC) program for sworn personnel to capture their interactions with the public. The implementation of BWCs represents a significant step in ensuring transparency and accountability in the delivery of law enforcement services and is expected to increase community trust and confidence. As law enforcement agencies around the country have begun using BWCs as a matter of standard practice, BWCs have proven to defuse potentially confrontational encounters, strengthen officer training, improve sworn professionalism, as well as document encounters with the public. Increased data capture between law enforcement and citizenry can also help reduce potential claims of abuse of law enforcement powers. Therefore, not only do BWCs potentially add a layer of protection to the citizens of Yolo County, but may also provide a layer of protection to law enforcement staff as well.
The Sheriff’s Office is proposing to purchase 60 Motorola V700 BWCs. This model was chosen as it seamlessly integrates with our existing in-car video cameras and APX radios. Integration with the in-car cameras allows for multiple video inputs of the same incident with the exact timing required for evidence purposes. The car camera can save and assign a tag to the video, which is shared with the BWC and digitally stored as part of one incident with officer name, date, and time. Integration with the APX radios allows for the safety feature of automatic video capture through Bluetooth when the emergency mode button on the radio is pressed. The V700 model also integrates with a sensor that triggers the camera to begin recording as soon as holstered equipment is drawn, which allows officers to record events as they unfold without having to sacrifice situational awareness to manually activate the camera.
Once the video data is captured, it is automatically uploaded to a single, cloud-based storage location that conforms to the Federal Bureau of Investigation's Criminal Justice Information Services guidelines and the National Institute of Standards and Technology framework. The Sheriff's Office will be utilizing Motorola's CommandCentral Evidence Plus And Video Evidence Management Software to centralize, store, and manage its digital evidence. The software will link evidence based on the tags and metadata attached to files, allowing users to locate and view all media associated with a case, ultimately reducing the amount of staff time needed to prepare evidence for court. Users can also search and filter content to find other relevant data to link to a case or incident and upload files from the Records Management System. The Sheriff's Office is also opting to purchase the CommandCentral AWARE software module, which will provide a unified mapping interface that will display resource and event locations and alerts, including real time video from the BWCs to command staff and shift supervisors. Live video capability will allow for emergency situations to be quickly identified.
The purchase will be funded by Small and Rural Local Law Enforcement Trust funds. The cost breakdown is as follows:

The initial cost of the hardware and first year of the software subscription fees is $237,774. The Sheriff’s Office now requests approval of a budget resolution to increase appropriations in the Small and Rural Local Law Enforcement Cost Center by $237,774 in order to purchase 60 body worn cameras, hardware, and subscription software necessary to implement the body worn camera program. The body worn camera system will require an annual subscription totaling $56,660, necessary to maintain the storage and management of the videos.
