Accept as complete the Wood Duck Well Drilling Project (Yolo County Agreement No. 22-81) for the Wild Wings County Service Area, constructed by Roadrunner Drilling and Pump Company, and authorize the Director of Community Services to sign and record the Notice of Completion and pay the final estimate releasing retention. (No general fund impact) (Lindbo/Villa)

Recommended Action

  1. Accept as complete the Wood Duck Well Drilling Project (Yolo County Agreement No. 22-81) for the Wild Wings County Service Area (CSA), constructed by Roadrunner Drilling and Pump Company; and 
     
  2. Authorize the Director of Community Services to sign and record the Notice of Completion and pay the final estimate releasing retention.

Reason for Recommended Action/Background

Background The Wild Wings County Service Area operates two groundwater well stations, Canvasback and Pintail, which provide municipal drinking water to the Wild Wings Community. In recent years, the local groundwater levels have declined at an accelerated rate due to the prolonged drought conditions. In August 2021, County staff applied for grant funding for the construction of a new municipal water supply for the community to increase water system reliability. In November 2021, the State of Water Resources awarded grant funding to support the project. The project includes drilling of a new well, installation of casing and gravel pack and sanitary seal, and the development and testing of the well.

In July 2022, County staff advertised for competitive bids for the construction of the well. The lowest responsive bidder was Roadrunner Drilling and Pump Company. The project was completed on September 19, 2023.  

The Board of Supervisors' acceptance of the work and authorization for the Director of Community Services to record the Notice of Completion will begin the one-year construction warranty and allow staff to make the final payment to Roadrunner Drilling and Pump Company.  

Collaborations (including Board advisory groups and external partner agencies)

Yolo County Environmental Health Division provided inspections to ensure proper sealing of the well.
California State Department of Water Resources has provided grant funding for this project. 
Wild Wings County Service Area Advisory Committee is in support of this construction.
