Reason for Recommended Action/Background

The California Child and Family Services Review (C-CFSR) System was formed as a result of the passage of the Child Welfare System Improvement and Accountability Act (AB 636) in 2001 and modeled after the Federal CFSR. The C-CFSR was designed to improve outcomes for children in the child welfare system while holding county and state agencies accountable for the outcomes achieved. This statewide accountability system includes the completion of a County Self-Assessment (CSA) which includes a peer review, development of a five-year System Improvement Plan (SIP), the submission of annual SIP Progress Reports, and quarterly monitoring of SIP strategies and effects on Child Welfare outcomes.

The CSA process began in 2019 and included input from a variety of community partners, stakeholders and Child Welfare and Probation service recipients. The CSA provided Yolo County Child Welfare Services and Probation the opportunity to assess the local system during a very challenging and transformative time period for the Child Welfare and Probation Systems in the State of California with the implementation of Continuum of Care Reform. The CSA reflected the challenges and transformation that has occurred in Yolo County during the review period, particularly in regard to the delivery of Child Welfare Services. The final CSA was approved by the Board in September 2020.

The resulting five-year System Improvement Plan (SIP) was developed collaboratively by the C-CFSR Team, the California Department of Social Services (CDSS) and stakeholders, and it is a continuation of the work plan that was utilized in the development of the CSA. The SIP will be shared in the presentation and:
  • Further defines the priority areas that the county designated for improvement in the CSA;
  • Outlines solutions to the needs, barriers and challenges in the plan; and
  • Identifies where resources should be concentrated.
The SIP was in a lengthy review and revision process between the CDSS and Yolo County CWS and Probation which began in November 2020. The SIP was approved by the CDSS and subsequently, by the Board in January 2022. Due to the review, revision, and approval delays, CWS and Probation were well into implementation of the five-year SIP timelines at the time of approval. This presentation will include updates on the status of the SIP strategy areas and related date metrics and outcome measures that were included in the Annual Update report for year three of this five-year plan.
