Recommended Action
- Approve One-Time Fire Sustainability Application 2023/24 for Dunnigan Fire Protection District in the amount of $201,146;
- Approve the One-Time Fire Sustainability Application 2023/24 for Esparto Fire Protection District in the amount of $205,006; and
- Delegate authority to the CAO to execute the agreements, and delegate authority to the CAO or designee to sign the agreements.

Reason for Recommended Action/Background
Background
On April 18, 2023, the Board of Supervisors approved a funding plan to provide up to $1.5 million annually to support the long-term financial sustainability of Yolo County Fire Protection Districts. Fire District Sustainability Funding Plan procedures were approved by the Board on September 26, 2023 and are provided as Attachment A to this staff report. These procedures outline the steps for administering and disbursement of fire sustainability funding. The Fire Districts that attempt in good faith a new Proposition 218 election that fails may request a one-time grant, which must be approved by the Board of Supervisors. Grant requests may be made for two years unless a subsequent Proposition 218 election is held. Currently, six Fire Districts have gone through a new Proposition 218 process. Elections in the Dunnigan, Esparto, and Madison Fire Districts failed. Dunnigan and Esparto have submitted one-time applications; see Attachment B and C for more details.
Dunnigan Fire Protection District
The Dunnigan Fire Protection District (FPD) requests $201,146 to address staffing needs within their organization and complete facility projects. With an average of 450 calls annually, Dunnigan FPD requires 24/7 staffing to meet both response time and apparatus staffing requirements. The district encompasses diverse areas, including large agricultural properties, commercial facilities, and semi-dense rural residential housing. Additionally, the district is situated near a major interstate.
Esparto Fire Protection District
The Esparto Fire Protection District plans to utilize $205,006 of the Fire District Sustainability funds to maintain 24/7 staffing with paid personnel, retain and recruit volunteers/staff, and provide training. Additionally, the funds will be used to upgrade equipment and technology as well as deferred maintenance projects, including apparatus bay concrete repair, drainage projects to prevent property flooding, and improvements to the facility.
