Reason for Recommended Action/Background
The Partnership HealthPlan of California Commission is a multi-county commission that collaboratively created a Medi-Cal managed health care plan and consortium for Medi-Cal recipients across the State of California. Partnership is Yolo County’s primary managed care provider for county residents on Medi-Cal. Partnership Health Plan strives to improve health care access to its Medi-Cal recipient members, improve Medi-Cal reimbursement rates to health care providers and provide better overall healthcare for many low-income Californians. The plan links each member with a primary care provider and has been successful in reducing inappropriate use of emergency rooms, providing appropriate levels of inpatient care for its members, developing innovative case management programs, and arranging for the provision of an enhanced level of local health care services.
The purpose of this chapter is to update the terms of the County of Yolo’s participation in the Commission. This chapter allows the implementation of a county organized health system in Yolo County, as authorized by Welfare and Institutions Code § 14087.54.
These updates are primarily being driven by the inclusion of 10 new counties into the Partnership network. With this inclusion of the 10 new counties' board bylaws, particularly those around commission, representation had to be adjusted to maintain a manageable number of board members. While this change will add representation from the new counties to the board, it will also need to shrink some representation from existing counties. Yolo County will drop from 3 current board seats to 2 board seats with this current change. One Yolo seat was recently vacated, and this change should be easy to facilitate by leaving it vacant.

Ordinance Updates Include:
- Partnership HealthPlan of California added 10 new member counties to the 14 counties previously represented on the commission for a total of 24 counties.
- Commission representation for each member county shall be based on the number of Medi-Cal beneficiaries enrolled in the Commission’s health plan in each county according to the following formula:
- 0-45,000 Medi-Cal beneficiaries within the county equals one Commission seat.
- 45,001-60,000 Medi-Cal beneficiaries within the county equals two Commission seats.
- 60,001+ Medi-Cal beneficiaries within the county equals three Commission seats.
