Adopt resolution authorizing the County's application and adopting the SB 2 Permanent Local Housing Allocation (PLHA) Plan for the PLHA Program under the Building Homes and Jobs Trust Fund, which will allow the County to access $579,185 of its PLHA funding allocation.

The California Department of Housing and Community Development (HCD) announced the release of this Entitlement and Non-entitlement Local government formula component Notice of Funding Availability (NOFA) in February 2020, for approximately $195 million for the Permanent Local Housing Allocation (PLHA) program. 

Funding for this NOFA is provided pursuant to Senate Bill (SB) 2 (Chapter 364, Statutes of 2017). SB 2 established the Fund and authorizes the Department to allocate monies collected and deposited in the Fund, beginning in calendar year 2019, to local governments for eligible housing and homelessness activities. The intent of the bill is to provide a permanent, on-going source of funding to local governments for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities.
 
On July 21, 2020, the Board of Supervisors approved staff to proceed with a grant application for the PLHA funds, approved the five-year plan (attachment B), and necessary resolution (attachment C).

At this time, staff is seeking approval from the Board to request access to the funds allocated to the County totaling $579,185 for the following Fiscal Years: 

The funds will be spent in accordance with the five-year plan and in conjunction with community partners as appropriate. The attached resolution references the five-year estimate from the NOFA, which was $819,661.  The total amount being applied for is $579,185 of the total $819,661 under the NOFA.  This $579,185 is for FY 2020-2022 (i.e., years 2-4 of the County's five-year plan).  There will be a final allocation of funds the County may apply for next year to access the remaining five-year plan PLHA funds. The attached resolution authorizing the County to apply for these PLHA funds is in the form required by HCD.
