Recommended Action

Approve first amendment to Agreement No. 24-28 with OLE Health dba CommuniCare OLE to reduce funding in the amount of $1,155,928.54 for a new contract maximum of $344,071.46; and update the term of the agreement to end on August 31, 2024 for the provision of Integrated Behavioral Health Services (IBHS).

Reason for Recommended Action/Background

The Integrated Behavioral Health Services (IBHS) program provides culturally responsive outreach and referral services to Yolo County Latino/Hispanic residents, particularly farmworkers, and those with health issues, mental health illnesses, and/or substance use issues. While serving the entire Latino community, the program demonstrates a targeted outreach effort to Latino men/heads of household. In addition, this program develops relationships between consumers of services, support partners, families, various service providers, and the community. This program also provides integrated behavioral health services that decrease the cost to county and providers for uninsured individuals, reduce mental health hospitalizations and length of hospital stays for the target population, improves the quality of life and independence for target population clients, expands the target population’s input on programmatic structure, outreach, and treatment activities, and reduces stigma with increased service penetration rates in the Latino community.

On or about January 9, 2024, the County entered into an Agreement with CommuniCare OLE with a term of January 1, 2024 through June 30, 2026 for a total contact maximum of $1,500,000. The agreement included 2 optional extensions for 2026-27 and 2027-28.

Due to budget reductions and reduced MHSA funding, HHSA needs to reduce current year funding and end agreements early. HHSA requests approval of this amendment which reduces funding for 2024-25, removes funding for 2025-26 and ends the agreement on August 31, 2024.

The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures).

Department of General Services, Procurement Division

Competitive Bid Process/Vendor Performance

On August 22, 2023, the County via the Department of General Services, Procurement Division (DGS-Procurement) [formerly Department of Financial Services, Procurement Division] issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Integrated Behavioral Health Services for Latino Community and Families. The solicitation was open for 42 days, (6 weeks). On September 12, 2023, DGS and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. 

The County received 3 proposal(s) from this solicitation. DGS reviewed the proposals for minimum requirements and 2 proposals were moved forward to the Review Committee, comprised of three (3) HHSA Staff.

The Review Committee evaluated the proposals and determined that the proposal submitted by Ole Health dba CommuniCare OLE met all the required qualifications necessary to successfully provide these services.  On November 15, 2023, the County issued an Intent to Award letter.

No general funds are required by this action. These services are funded by MHSA. The total amount of this action decreases funding in the amount of $1,155,928.54 by reducing 2024-25 by $555.928.54 and removing funding for 2025-26. The Agreement will have a revised term of January 1, 2024 through August 31, 2024. The reduced amount of $555,928.54 is included in the HHSA recommended budget for fiscal year 2024-25.
