Authorize the Director of General Services to approve a work authorization with Comstock Johnson Architects for the architectural and engineering designs at 120 West Main Street, Woodland in the amount of $173,093 for tenant improvements to accommodate the Agriculture Department and the University of California, Cooperative Extension Office.

Reason for Recommended Action/Background
The County has long proposed relocating the Agriculture Department and the University of California, Cooperative Extension Office from Norton Hall (70 Cottonwood Street, Woodland, CA) to the county-owned building at 120 West Main Street, Woodland, CA. This will provide these two departments modern workspace that is appropriately sized for their growing workforce. This move has the additional benefit of relocating a county function out of a residential area to a non-residential area. This project is supported by the 2014 County Space Planning report and by several successive Capital Improvement Plans.
The Board of Supervisors is requested to approve this work authorization so that Comstock Johnson Architects can be utilized to develop construction documents that can be issued for a future solicitation for the capital reuse project of Suites C, D, F and G at 120 West Main Street (approximately 19,900 square feet). This work authorization is to provide full architectural and engineering services which includes designing plans, providing solicitation support, supporting the County during the construction phase, and other related tasks. The nature of the the renovations require a variety of mechanical, electrical, and plumbing work to accommodate these departments.

The General Services Department collaborated with the County Administrator's Office, the Department of Financial Services, the Agriculture Department, and the UC Cooperative Extension Office.
Competitive Bid Process/Vendor Performance
Comstock Johnson Architects was selected using a competitive Request for Qualifications process to establish an on-call list for architectural services conducted in 2023. A number of architectural firms were awarded a contract through this RFQ process. The County reviewed the qualifications of those firms and current workloads with the County and determined that Comstock Johnson was suited to perform this project. Comstock Johnson is currently supporting the Agricultural Corporation Yard Building new construction, which is currently soliciting construction contractor bids. The work authorization would be approved consistent with the County's current on-call agreement with Comstock Johnson.

The County budget for fiscal year 2024/2025 includes funds for this expense. Authorizing the work authorization now allows County staff to begin scheduling work that will incur costs in next fiscal year.
