Consider and adopt the Final LAFCo Budget for Fiscal Year 2024/25

1. Receive staff presentation on the Final Budget and open the Public Hearing for any public comments on the item.
2. Close the Public Hearing, consider, and adopt the Final LAFCo Budget for FY 2024/25.

The attached Draft LAFCo budget (Attachment A) proposes an increase from roughly $550,000 to $675,000, a 23% increase overall, in order to address succession planning, budget alignment with new strategic plan priorities, and increasing LAFCo staff/benefits from 2.0 FTE (full time equivalent) to 2.25 FTE accordingly. The LAFCo budget absorbs nearly half of this increase, allocating a 14% increase on average to the cities and the County. 

The draft budget was discussed and unanimously approved at the April 25, 2024, meeting. The Commission expressed support for the need to align LAFCo resources with the additional priorities in the Strategic Work Plan and acknowledged more resources would be required.

Following the April meeting, staff emailed the city/county managers again for input regarding LAFCo's budget, specifically highlighting proposed increases. As you may recall, staff had received feedback initially from the city managers of Winters and Woodland, and the Budget Manager from Yolo County. The only new response received was an email from the City Manager of Davis, who didn't have an issue with the budget and only asked how the allocation was calculated. 

There have been no changes to the draft budget amounts as presented at the April 25, 2024, meeting. The more detailed staff report for the hearing on the draft budget is attached for reference.
