Consider the appointment of a Regular Public Member effective July 1, 2024, and an Alternate Public Member effective February 1, 2025

The Ad Hoc Personnel Subcommittee, comprised of Commissioners Frerichs and Partida, recommends the following appointments:

1. Pamela Miller to fill the remainder of the current Regular Public Member term effective July 1, 2024, though February 1, 2027; and
2. Erik Vink as the Alternate Public Member for the term beginning February 1, 2025, and ending February 1, 2029.

Notwithstanding the subcommittee recommendation, any eligible commissioner may nominate a candidate from any of the applications submitted. 

Chair Woods announced his resignation from the Commission after 21 years of service, effective June 30, 2024, which will create a vacancy in the Regular Public Member term which ends February 1, 2027. Richard De Liberty, Alternate Public Member, has indicated he will not seek reappointment after his term expires on February 1, 2025. Consequently, LAFCo solicited applications for new public members per our policies. 

Per Cortese Knox Hertzberg Section 56325(d), the public member is appointed by the other members of the commission. Appointment also requires the affirmative vote of at least one of the members appointed by each of the other appointing authorities (i.e. city and county members).

Five applications were received in total, which are attached in alphabetical order for review. Commissioners Frerichs and Partida reviewed the applications and decided to interview three candidates, which occurred on June 5, 2024. The Executive Officer and LAFCo Counsel also participated in the process. Following the interviews, the subcommittee discussed and decided its recommendation to the Commission. The Executive Officer has informed all the applicants of the recommendation. Staff's understanding is that several applicants who are not recommended may attend the meeting as a show of interest and support, and have graciously accepted the subcommittee's recommendation.
