Approve first amendment to Agreement No. 23-21 with the Yolo Crisis Nursery, Inc. to increase the American Rescue Plan (ARP) subaward by $200,000 through December 31, 2024 for additional support to address the funding gap in construction of new Crisis Nursery facility; and approve third amendment to Agreement No. 21-267 with First 5 Yolo to increase the ARP subaward by $135,000 through June 30, 2025 to assist in the transition to Medi-Cal billing for ongoing Welcome Baby program services. Recommended Action
- Approve first amendment to Agreement No. 23-21 with the Yolo Crisis Nursery, Inc. by using American Rescue Plan (ARP) funds in the amount of $200,000 through December 31, 2024, for additional support to address the funding gap in construction of the new Crisis Nursery facility;
- Approve third amendment to Agreement No. No. 21-267 with First 5 Yolo by using ARP funds in the amount of $135,000 through June 30, 2025, to assist in the transition to Medi-Cal billing for ongoing Welcome Baby program services; and
- Delegate authority to the Manager of Procurement to sign the agreements.

Reason for Recommended Action/Background
Yolo Crisis Nursery, Inc. - New Facility Construction
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $5,500,000 for the Children, Youth, and Families Priority Category. The Board then subsequently reviewed and provided direction on specific Child, Youth, and Families funding at the February 22, 2022, board meeting and expressed support for funding the Yolo Crisis Nursery, Inc. to assist with the construction of a new facility. On January 24, 2023, the Board approved a $1,100,000 contract with Yolo Crisis Nursery, Inc. On June 6, 2024, the Board approved an additional $200,000 in ARP funding support addressing the funding gap in the construction of a new Crisis Nursery facility, bringing the total program funding to $1,300,000. Att. A. First Amendment to Agreement No. 23-21 is recommended for approval with this staff report.
The new larger facility will retain and expand the number of Yolo County's Crisis Nursery beds and childcare slots. The objective of the Yolo County Crisis Nursery Brighter Tomorrows Campaign is to build a new crisis nursery with increased capacity and enhanced service programs for children and families. The Yolo Crisis Nursery serves children in need by offering a variety of child abuse protection services, including its signature programs Crisis and Respite Care, Wraparound Services for Families, and Specialized Infant Daycare and Preschool for children of families transitioning out of crisis and special needs children.
First 5 Yolo Children & Families Commission - Welcome Baby Pathway in CHILD Project Road to Resilience (R2R)
On September 28, 2021, the Board of Supervisors approved $2,000,000 in funding for Welcome Baby as part of the Initial ARP Expenditure Plan. The contract with First 5 Yolo was subsequently approved at the November 9, 2021, meeting. On April 12, 2022, the Board approved an additional $300,000 in ARP funding for Welcome Baby. Additionally, on June 6, 2024, the Board approved an additional $135,000, bringing the total program funding to $2,435,000. Att. B. Third Amendment to Agreement No.21-267 is recommended for approval with this staff report.
Welcome Baby is a broad-based nurse and community health worker home visiting program that supports Medi-Cal families in need immediately following birth, thereby mitigating exposure to toxic stress related to the COVID-19 pandemic and creating lasting positive impacts for young children, their families, and the Yolo County community. In its final year of ARP funding, Welcome Baby will fully integrate with The CHILD Project: Road to Resilience to form Welcome Baby: Road to Resilience and steps will be taken to begin billing Medi-Cal for covered program services to support long-term sustainability.
