Reason for Recommended Action/Background
Staff was recently made aware of the Proceedings on Remand in Scotts Valley Band of Pomo Indians v. United States Department of Interior. In brief, the issue involves the Scotts Valley Band of Pomo Indians’ (Scotts Valley Band) proposal to take land into trust in the Vallejo for the purposes of developing a gaming facility and housing. However, Vallejo is almost 100 miles away from the Scotts Valley Band’s existing government headquarters and tribal residences in Clear Lake; furthermore, Vallejo is within the ancestral lands of the Patwin people and the Yocha Dehe Wintun Nation (Yocha Dehe). Yocha Dehe and Solano County have raised concerns with the proposal, however, the Department of Interior has not acknowledged or responded to these concerns to date. Staff recommends the Board send the attached letter echoing the concerns raised by Yocha Dehe and Solano County. This letter was reviewed and recommended for approval by the Tribal Ad Hoc Subcommittee.
