Approve responses to the 2023-2024 Grand Jury Reports titled "Addressing the Issue of Homelessness in Yolo County: We Won't Be Left Behind", "Yolo County Animal Services: Moving Forward", "Yolo County Detention Facilities: A Standard of Excellence", and receive and file the departmental responses from the Department of Community Services and the Health and Human Services Agency. (No general fund impact) (Pinedo/Nguyen)

Recommended Action

  1. Approve the responses to the 2023-2024 Grand Jury Reports titled "Addressing the Issue of Homelessness in Yolo County: We Won't Be Left Behind", "Yolo County Animal Services: Moving Forward", and "Yolo County Detention Facilities: A Standard of Excellence"; 
     
  2. Receive and file the departmental responses from the Department of Community Services and the Health and Human Services Agency; and
     
  3. Authorize the County Administrator to transmit responses to Judge Timothy Fall.

Reason for Recommended Action/Background

According to Penal Code §933 and 933.05, the respondents named in a Grand Jury report are required to respond in writing to the Grand Jury's findings and recommendations. The 2023-2024 Grand Jury report, published on June 20, 2024, requested the Board of Supervisors to provide responses to its Findings and Recommendations regarding reports on Animal Services, Homelessness, and Detention Facilities within 90 days. The attached documents represent the responses from the Yolo County Board of Supervisors, County Administrator's Office, Department of Community Services, and the Health and Human Services Agency. The Sheriff's Office response to the Detention Facilities report was submitted on July 11, 2024. Upon approval by the Board, the responses will be transmitted to Judge Fall and to the Grand Jury.
