Recommended Action

Approve agreement with California Mental Health Services Authority (CalMHSA) in the amount of $50,400 for the period of November 1, 2024 through June 30, 2025 for the provision of Psychiatric Inpatient Concurrent Review (PICR).

Reason for Recommended Action/Background

Counties are required to conduct psychiatric inpatient reviews and authorizations. The Quality Management (QM) department has historically been responsible for meeting this requirement. However, due to the high cost of inpatient hospitalization, there is a need to conduct reviews of hospital stays more frequently (every 3 days instead of the current practice of every 10 days). The QM department does not have the capacity to increase the reviews to this frequency. CalMHSA entered into a services contract with Acentra Health to provide counties a web-enabled utilization review platform and clinical services to carry out psychiatric inpatient concurrent review and authorization services on behalf of multiple California County MHPs. An agreement with CalMHSA, will allow the county to more readily meet authorization requirements, as well as have increased oversight over hospitalizations.

No general funds are required by this action. These services will be funded by BH 2011 Realignment and FFP-URQA. The total amount of this action is $50,400 for the period of November 1, 2024 through June 30, 2025. The amount of $50,400 is included in the HHSA adopted budget for fiscal year 2024-25.
