Approve agreement with The Regents of the University of California, Davis in the amount of $55,135 for the period of November 1, 2024 through October 31, 2025 for the provision of consulting services engagement, focus group and peer review planning, and facilitation for the County Self-Assessment and System Improvement Plan in support of child welfare services. Recommended Action

Approve agreement with The Regents of the University of California, Davis in the amount of $55,135 for the period of November 1, 2024 through October 31, 2025 for the provision of consulting services engagement, focus group and peer review planning, and facilitation for the County Self-Assessment (CSA) and System Improvement Plan (SIP) in support of child welfare services.

Reason for Recommended Action/Background

The California Child and Family Services Review (C-CFSR) System was formed as a result of the passage of the Child Welfare System Improvement and Accountability Act (AB 636) in 2001 and modeled after the Federal CFSR. The C-CFSR was designed to improve outcomes for children in the child welfare system while holding county and state agencies accountable for the outcomes achieved. This statewide accountability system includes the completion of a County Self-Assessment (CSA) which includes engagement of community partners, facilitation of focus groups and a multi-day peer review. Following the completion of the CSA, the county develops a five-year System Improvement Plan (SIP) which identifies focus areas and strategies to improve outcomes for children and youth involved in the child welfare and probation systems. HHSA and the Probation Department identified a need for an outside agency to conduct the facilitation and planning of the focus groups and peer review. UC Davis Continuing and Professional Education has a longstanding reputation of providing these services in a professional, unbiased, affordable, and timely manner.

No general funds are required by this action. These services will be funded by Title IV-E, PS 2011 Realignment and SS 1991 Realignment. The total amount of this action is $55,135 for the period of November 1, 2024 through October 31, 2025. The amount of $55,135 is included in the HHSA adopted budget for fiscal year 2024-25.
