Reason for Recommended Action/Background

In May and June 2023, there were two vehicle-structure accidents on the Gibson House property, causing damage to structures and property of the Yolo County Historical Collection. The Library department's budget unit for the Gibson House/Yolo County Historical Collection had significant salary savings in fiscal year 2022/23 due to a vacancy in the Museum Curator position, and $75,996 of fund balance from these savings was added to the fiscal year 2023/24 budget to pay for costs related to damaged collection items and structures. One of the damaged structures, the Garden Shed, was demolished, and is being replaced with a Tuff shed for storage of Yolo County Historical Collection items. The Parks Division of the General Services Department included the Tuff shed in their budget appropriations, but additional costs have arisen. To comply with building code setback requirements, General Services staff proposed installing two layers of 5/8-inch Type X drywall on the east and south-facing walls, along with mineral wool insulation. This fire-resistance measure enables a reduced setback distance while maintaining full compliance with applicable building codes. By implementing this approach, we can maximize the shed's size within the available space, optimizing its functionality without compromising safety or regulatory standards. 

The Gibson House/Yolo County Historical Collection budget unit is funded by General Fund contributions, small grants, and occasional donations. Library staff have summed actual cumulative revenues and expenditures from the budget unit's inception in fiscal year 2018/19 through June 30, 2024, and calculated an additional unused fund balance amount of $12,767.91. As neither the Parks Division of the General Services Department nor the Library had appropriated expenditures for these additional costs, we are requesting to use a portion of that fund balance amount to increase appropriations by $10,000.

Yolo County Library staff have been working with the General Services Department to coordinate the demolition of the damaged structure and replacement with a Tuff shed at the Gibson House property.
