Subject

Authorize the Director of General Services to enter into a contract with United Building Contractors for an amount not to exceed $714,000 for the Juvenile Detention Facility Roof Replacement Project and authorize the Director of General Services to approve change orders or amend the construction contract with United Building Contractors consistent with the applicable change order limits of the Public Contract Code, but not to exceed a cumulative total of $71,400. (No general fund impact) (Pistochini)

Recommended Action

  1. Authorize the Director of General Services to enter into a contract with United Building Contractors for an amount not to exceed $714,000 for the Juvenile Detention Facility Roof Replacement Project; and 
     
  2. Authorize the Director of General Services to approve change orders or amend the construction contract with United Building Contractors consistent with the applicable change order limits of the Public Contract Code, but not to exceed a cumulative total of $71,400.

Reason for Recommended Action/Background

The Juvenile Detention Facility was constructed in 2005 and its roof is over 33,000 square feet in size.  Roofs typically have a twenty-year lifecycle before needing major rehabilitation and/or replacement.  The JDF roof reached the end of its useful life and needs replacement.  This roof was prioritized in the 2022 Roof Assessment as a roof needing critical replacement with risk of disruption to operations if not replaced within the next several years.  Approving this contract will provide for the removal of the existing roof with a new roof that will serve the facility for years to come.

Collaborations (including Board advisory groups and external partner agencies)

The Department coordinated with the Probation Department regarding timing and operational constraints on the project due to the site being a criminal justice facility, County Counsel, Department of Finance, County Administrator's Office and Beam Consulting. 

Competitive Bid Process/Vendor Performance

The County issued an Invitation for Bids on November 13, 2025. Thirteen bids were received and all were responsive. United Building Contractors submitted the lowest responsive and responsible bid and is recommended to be awarded this contract for this Roof Replacement Project at the Juvenile Detention Facility.
