Recommended Action

Approve first amendment to Agreement No. 24-82 with Thurmond Consulting, LLC for grant consulting services for implementing and administering the County's Housing Rehabilitation Program through a federal to Community Development Block Grant (CDBG), awarded by the California Housing and Community Development Department (HCD), to extend the term through November 30, 2026, and to increase the maximum compensation by $86,000.

Reason for Recommended Action/Background

On or around March 12, 2024, the County entered into agreement No. 24-82 with Thurmond Consulting, LLC for grant consulting and implementation services to administer the County's Housing Rehabilitation Program through CDBG. In July 2024, the County launched the Owner Occupied Rehab Program (OOR), which provides deferred loans for the rehabilitation of owner-occupied single-family homes located within the unincorporated area of Yolo County. Rehabilitation focuses on correcting code violations, addressing health and safety issues, and the installation of mobility accommodations for seniors or persons with disabilities. Eligible households may receive up to $100,000 in funding. The County is currently reviewing applications from potential borrowers and HCD has approved an extension for the program through November 2026. 

The HCD extension was needed due to unforeseen delays beyond the County's control. First, the onset of COVID-19 and subsequent staff transitions within Yolo County Housing — initially charged with award administration — prevented timely project startup. Once the County had contracted with Thurmond Consulting, LLC for the implementation and administration of the award, the Tier 1 NEPA submission sent to HCD in July 2024 was not reviewed until May 2025, meaning no work could legally proceed without its approval. The HCD extension ensures that the County can fulfill all program requirements and complete the necessary rehabilitation once NEPA clearance is received.

Staff requests the Board approve the amendment to extend Thurmond Consulting, LLC's contract through November 30, 2026 and add $86,000 of additional compensation for their consulting and grant administration agreement in order to implement the OOR program.
Thurmond Consulting will continue targeted outreach to local organizations and community groups in unincorporated areas. Their efforts will also support the completion of related loan applications and ensure all required processes are carried out effectively. This extension will ensure the successful and complete expenditure of all allocated funds, which must be expended by November 2026. 

Thurmond Consulting is currently processing three loan applications and expects to close five loans by the end of the contract.
