Recommended Action

  1. Adopt plans and specifications for the Construction of Waste Management Unit 7J Base Liner System;  
     
  2. Authorize the Director of the Division of Integrated Waste Management to finalize the plans and specifications and sign the Notice to Contractors; and
     
  3. Authorize the Division of Integrated Waste Management to advertise for competitive bids.

Reason for Recommended Action/Background

Prior to placement of waste in any Waste Management Unit (WMU), a containment system must first be constructed to protect groundwater below the landfill.   This containment system generally consists of layers of general soil fill, compacted clay, geomembrane (thick plastic) and drainage layers.  Construction of these new modules at the Yolo County Central Landfill (Landfill) requires significant amounts of soil (approximately 30,000 cubic yards per acre) due to the relatively shallow groundwater at the site.  Because of this, the overall project was split up into two phases. 

The first phase was limited to soil placement to construct the subgrade for the next module, which in some areas is up to 20-feet thick. This work was completed this fall and staff will be returning to the Board shortly for formal acceptance of the completion of phase one of the project. 

The attached plans and specifications represent the second phase of the project and include placement of the compacted clay liner, geomembrane (thick plastic) and drainage layers.  The plans and specifications were prepared by WSP, Inc. under an agreement approved by the Board on December 15, 2020, and in accordance with the requirements set forth in Title 27 of the California Code of Regulations.   Construction of the project will begin in late spring and will be completed by the fall of 2026.

The engineer's estimate for this phase of the project is $6,597,933, which includes a 20 percent contingency.   Once bids are received, staff will return to the Board to award the contract to the lowest responsive and responsible bidder, including a budget resolution transferring the necessary funds from the Sanitation Enterprise Fund reserves to complete this project.

In 2025, the Landfill supported each of our local entities City of Davis, City of Winters, City of West Sacramento, City of Woodland, Unincorporated Yolo County, Cache Creek Casino (Yocha Dehe Wintun Nation) and UC Davis, by accepting and managing over 173,026 tons of their waste.  A typical WMU will take approximately five years to fill before Staff initiates this process again.

The Division will work with Yolo County General Services Procurement Division to complete the bidding phase of this project.

Competitive Bid Process/Vendor Performance

The project will be advertised on Beacon Bids for competitive bidding. The competitive bid process will be completed in accordance with State Law. Bids will be opened and read publicly at the Department of Community Services, Division of Integrated Waste Management. Division staff will return to the Board to award the agreement to the lowest responsive and responsible bidder.

There is no fiscal impact at this time. Staff will return to the Board for award of the contract with an associated budget resolution to utilize Sanitation Enterprise Fund reserves to pay for the construction of WMU 7J.
