(Levee Mile 0.9 to 4.0) in the amount of $330,000; MGE Engineering (Levee Mile 4.0 to 5.3) in the amount of $225,000, and Kjeldsen, Sinnock & Neudeck, Inc. (for Knights Landing Ridge Cut) in the amount of $225,000 for the period of January 13, 2026, through January 12, 2029, with an option to extend the agreements in one-year increments up to an additional two years, to provide professional design engineering services to perform the Sacramento River West and Knights Landing Ridge Cut Levee Improvements Final Design for the Knights Landing Flood Mitigation Project. Recommended Action
Approve four separate three-year agreements with the below-listed contractors for the period of January 13, 2026, through January 12, 2029, with an option to extend the agreements in one-year increments up to an additional two years, to provide professional design engineering services to perform the Sacramento River West and Knights Landing Ridge Cut Levee Improvements for the Knights Landing Flood Mitigation Project:
- GEI Consultants, Inc. (GEI) for Levee Mile 0.0. to 0.9 in the amount of $525,000 (Att. A.)
- Wood Rodgers, Inc. (Wood Rodgers) for Levee Mile 0.9 to 4.0 in the amount of $330,000 (Att. B.)
- MGE Engineering (MGE) for Levee Mile 4.0 to 5.3 in the amount of $225,000 (Att. C.)
- Kjeldsen, Sinnock & Neudeck, Inc. (KSN) for Knights Landing Ridge Cut in the amount of $225,000 (Att. D.)

Reason for Recommended Action/Background
In July 2023, Yolo County received funding from the Federal Emergency Management Agency's (FEMA) Hazard Mitigation Grant Program (HMGP) for the Knights Landing Flood Mitigation Project, which proposes to mitigate flood risk from the Sacramento River and Knights Landing Ridge Cut and build resiliency into the levees surrounding the Knights Landing Basin. The Project is expected to provide a critical action to enhance the protection by strengthening approximately 3.78 miles of surrounding levee. The Project will be completed using a phased approach. Phase 1 will include design, permitting, and completion of the FEMA Environmental and Historical Preservation review, and real estate purchases and approvals. Information gathered during design will be used to inform a Conditional Letter of Map Revision application. Phase 2 will include implementation (i.e., construction) of the Project and grant reporting and closeout. Phase 2 is dependent on FEMA approval of the Phase 1 deliverables and funding agreement.
Previous evaluations of the levee have identified seepage, landside levee seepage, stability, and freeboard concerns. The County's goal is to improve the Sacramento River West Levee and Knights Landing Ridge Cut Levee to meet seepage exit gradient criteria, and landside slope stability factor of safety requirement at the 100-year water surface elevation (WSE). The constructed project will also include a minimum of three feet of freeboard above the 100-year WSE.
The Project will be funded by the FEMA HMGP DR4482-PJ0900 Knights Landing Flood Mitigation Project and Department of Water Resources (DWR) Small Communities Flood Risk Reduction (SCFRR) Program Phase 2 funding. Grant funding will be used to advance a previously completed preliminary design to reduce flood risk of four critical resources within the Knights Landing project area. The Project does not rely on the County's General Fund.
Staff recommends that the Board of Supervisors approve the four separate three-year agreements for an initial amount of $100,000 with GEI, $100,000 with Wood Rodgers, $75,000 with MGE, and $75,000 with KSN for Phase 1 of the Sacramento River West and Knights Landing Ridge Cut Levee Improvements, with a not to exceed amount of $425,000 with GEI, $230,000 with Wood Rodgers, $150,000 with MGE, and $150,000 with KSN for Phase 2, if requested by the County, for the Project Final Design in support of the Knights Landing Flood Mitigation Project. Phase 2 would provide for engineering services during construction of the project. Each agreement focuses on a specific reach of the Sacramento River West Levee Mile (LM) and Knights Landing Ridge Cut, as addressed below.
Under the four respective agreements, the Phase 1 services to be provided by each of the selected contractors focus on a specific reach of the Sacramento River West Levee as follows: GEI will prepare final design for Levee Mile 0.0. to 0.9; Wood Rodgers will prepare final design for Levee Mile 09 to 4.0; and MGE will prepare final design for Levee Mile 4.0 to 5.3. KSN has been selected to prepare final design for the Knights Landing Ridge Cut Levee. The contractor work will include preparation of the 100% design for the Sacramento River West Levee and Knights Landing Ridge Cut Levee project reaches, as well as development of a construction cost estimate. Phase 2 services include providing engineering support during construction, which is expected to occur in 2026, but is dependent on FEMA authorization. All expenses for services provided by this contract will be funded through an executed grant agreement between Yolo County and the Federal Emergency Management Agency (FEMA) under the Hazard Mitigation Grant Program (HMGP) for the Knights Landing Flood Mitigation Project. Each contract will be awarded as follows: $525,000 for GEI, $330,000 for Wood Rodgers, $225,000 for MGE, and $225,000 for KSN for a total expenditure of $1,305,000.
