Recommended Action

Approve amendment to the fiscal year 2025-26 Authorized Equipment List, allowing the purchase of equipment with Board of State and Community Corrections (BSCC) Justice Assistance Grant (JAG) funds.

Reason for Recommended Action/Background

On November 18, 2025, the Yolo County Board of Supervisors authorized the Chief of Probation to accept JAG funding in the amount of $173,845 on behalf of the Yolo County law and justice departments: District Attorney, Probation, Public Defender and Sheriff.  The JAG program is a federal program administered to local governments by the BSCC which allows units of local government to support a broad range of activities to prevent and control crime based on their own needs and conditions.  JAG Equipment and Training Program funds may be used for the purchase of equipment/fixed assets and/or supplies to support law enforcement activities. The grant amount will be split equally among the four departments. 
 
As detailed in Attachment A: JAG Project Budget Attachment of the original application submitted to BSCC dated September 6, 2025, the Yolo County Sheriff's Office requested to purchase a Cellebrite Inseyets, a mobile forensics tool which will digitally extract evidence from Android and iOS devices as part of a Sheriff's investigation, eliminating the need for a third party to perform the work and any potential workflow backlogs.  Having immediate access to this evidence allows Sheriff's Office Detectives to operate efficiently and advance their investigations with quality information that can lead to a higher prosecution rate. 

Because this item is a fixed asset, the Sheriff's Office is requesting Board authority to amend the fiscal year 2025-26 Authorized Equipment List.

The Yolo County Board of Supervisors authorized the Chief of Probation to accept JAG funding in the amount of $173,845 and adopted a budget resolution amending each participating agency's FY 2025-26 Adopted Budget on November 18, 2025. Probation will be administering this Federal Grant, which is being passed through by the Board of State and Community Corrections, on behalf of the four law and justice departments (District Attorney, Probation, Public Defender and Sheriff) for the purchase of equipment and training resources to support law enforcement efforts. No general funds are required. The grant award starts October 1, 2025, and ends September 30, 2026.
