Approve agreement with Fehr & Peers to provide planning and engineering services for the development of the Safe Streets and Roads for All (SS4A) Comprehensive Safety Action Plan for fiscal years 2025-26 through 2028-29, in a total amount not to exceed $294,314; and delegate authority to the Director of Public Works or the Director’s designee to sign the agreement and any additional forms, documents, and/or amendments as necessary relating to this agreement, provided there is no increase to the total maximum compensation. Recommended Action

  1. Approve agreement with Fehr & Peers to provide services for the development of the Comprehensive Safety Action Plan for fiscal years 2025-26 through 2028-29, in a total amount not to exceed $294,314 (Attachment A); and
     
  2. Delegate authority to the Director of Public Works or the Director’s designee to sign the agreement with Fehr & Peers and to negotiate, sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided such amendments do not increase the maximum compensation of $294,314.

Reason for Recommended Action/Background

Approval of the agreement will allow the consultant to begin the work and to provide services for the Comprehensive Safety Action Plan project through January 12, 2029.

BACKGROUND

Yolo County applied for federal Department of Transportation Safe Streets and Roads for All (SS4A) grant funding to hire a consultant for the development of the Comprehensive Safety Action Plan. Yolo County received a $240,000 grant from the U.S. Department of Transportation’s (USDOT) Federal Highway Administration (FHWA) for the preparation of the Comprehensive Safety Action Plan. Public Works will provide a $60,000 local match from the Road Fund for a total of $300,000 for this contract.

A Request for Proposals (RFP) for the preparation of a SS4A Comprehensive Safety Action Plan was advertised on Beacon Bid beginning on September 11, 2025. Proposals were due October 13, 2025. An RFP selection committee was formed with representatives from the Public Works Division to review the bids. The panel scored the technical merits of each proposal in a variety of categories, including qualifications of staff, customer references and experience with similar work.

As a result of the competitive solicitation process, Fehr & Peers was determined to be the best qualified bidder. Staff negotiated the agreement in accordance with the process required for consultant contracts.

Upon completion of the SS4A Comprehensive Safety Action Plan, Yolo County will be poised to proactively address traffic safety concerns and prioritize future safety projects. Key components of the Comprehensive Safety Action Plan will help drive planning of safety projects. The plan will also help the County identify opportunities to pursue funding sources to further plan, design, and implement safety-driven projects that align with the goals of programs like SS4A to eliminate roadway fatalities and serious injuries for all.

Preparation of the SS4A Comprehensive Safety Action Plan will include detailed crash data analysis, community engagement through workshops, pop-up events and online surveys in English and Spanish.

The total project cost is estimated to be $295,000. After negotiations and refining the scope of work, the consultant has agreed to a maximum compensation of $294,314 to complete the Plan. Any remaining matching fund amounts will help to cover a portion of staff efforts for the project.

Staff recommends the Board approve the contract with Fehr & Peers included as Attachment A.

SS4A funds are administered by the Federal Highway Administration (FHWA). 
County Counsel has approved the agreement as to form.
General Services Department has collaborated with the Public Works Division for the entire RFP process.

This agreement is a one-time commitment over three years, at a maximum cost of $294,314. Sufficient funds have been budgeted in the FY 2025/2026 Road Fund budget for the tasks planned to begin this fiscal year. Annually, funds needed for these services will be allocated in subsequent future fiscal year Road Fund budgets for consideration by the Board of Supervisors.
