Approve and authorize the Chair to sign Agreement No. 26-10120 with California Department of Public Health (CDPH) in the amount of $465,533 for the period of July 1, 2026 through June 30, 2028 for the provision of Childhood Lead Poisoning Prevention Program services. (No general fund impact) (Morales)

Recommended Action

  1. Approve and authorize the Chair to sign Agreement No. 26-10120 with California Department of Public Health (CDPH) in the amount of $465,533 for the period of July 1, 2026 through June 30, 2028 for the provision of Childhood Lead Poisoning Prevention Program services; and

  2. Authorize the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments to the Agreement upon approval as to form by County Counsel; and

  3. Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program forms and reports required under this Agreement, including forms and reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background

This agreement is to receive funding to perform Childhood Lead Poisoning Prevention Program (CLPPP) activities outlined by the California Department of Public Health (CDPH)

The primary goals and objectives for this allocation are:
    1. Provide direct case management for children in Yolo County 
    2. Provide education to the community, families, and health care providers 
    3. Coordinate lead-related activities in the community 
    4. Assist in development of innovative outreach and prevention strategies to establish lead-safe environments in the community
The Center for Disease Control has decreased the threshold for blood lead levels expanding the number of children flagged, triggering earlier intervention. There is no known safe blood lead level. Over the past 5 years, Yolo County had an average of 63.6 cases. Within Yolo County there are a variety of common sources including: cultural products such as Surma or Kohl, glazed pottery and lead paint on older dwellings. Emerging evidence has indicated that backyard chicken flocks can have elevated blood lead levels from contaminated soil, which can be transferred to eggs and accumulated in chicken tissues, posing a potential risk.

The funding will be utilized to re-establish a local CLPPP, staffed by a part time Outreach Specialist, and a part time Public Health Nurse. Staff will provide education, case management and outreach with the ultimate goals of:

1. Screening Requirement: Two blood lead screenings must be completed before 24 months of age
2. Identify the highest priority areas of lead exposure among children to facilitate targeted outreach efforts while reducing the number of children with lead poisoning

Funding from this allocation will be used to backfill existing Public Health staff positions that are currently supported by Public Health Realignment funds. By shifting existing staff costs to the CLPPP grant, this agreement will not result in any additional cost to HHSA. Instead, it will offset existing Realignment expenditures and help reduce the ongoing structural deficit within the Public Health budget.

In addition, CLPPP activities are eligible to draw down Medi-Cal Federal Financial Participation (FFP) matching funds, which will support eligible program costs, thereby further reducing reliance on Realignment funding for staff and maximizing available federal revenue to sustain the program.

No general funds are required by this action. The total amount of this action will lead to revenue generation from CA Department of Public Health in the amount of $238,184 for FY 2026-27 and $227,349 for FY27-28 for a total amount of $465,533 for the period of July 1, 2026 through June 30, 2028. The grant amount of $238,184 is included in the HHSA proposed budget for FY 2026-27.
