Reason for Recommended Action/Background
The Sanitation Enterprise Fund holds the contract for all Roadside Emergency Response (ER) cleanups in the County right-of-way with Republic Services, a US Ecology Company (Att. A). As such, the Division of Integrated Waste Management (DIWM) budgets $30,000 annually for these services. However, on July 1, 2025 an explosion occurred on County Road 86A County Road 23 known as the Oakdale Fire, which necessitated an immediate cleanup of large amounts of debris and hazardous waste in the County right-of-way. As an unanticipated event, DIWM was called upon to deploy our ER contractor, who is a qualified hazardous waste removal and remediation company, to complete the work. These expenses were not originally budgeted, and therefore the first amendment was needed to pay for the services rendered in cleaning up the Oakdale site (Att. B.) The Board approved the first amendment on September 23, 2025 and approved spending up to $250,000 on the Oakdale site cleanup. However, the clean-up work came in under budget by $27,000.
There is one remaining parcel owner that needs assistance from Yolo County to finish debris removal. As such, DIWM has requested and received a temporary EPA ID# from the Department of Toxic Substances Control (DTSC) to allow for the removal of this hazardous waste. The debris is located on the Hulsman property directly south of the blast site and per DTSC guidelines, the work must be completed by July 6, 2026 as afforded under a 90-day temporary ID status. This work is quoted at $30,000 (Att. D). However, DIWM staff cannot guarantee that it will come in under-budget as the first phase of cleanup did. To ensure a small cushion of funds for this cleanup, staff requests approval of $8,000 in additional funds be added to the remaining $27,000, for a total not to exceed $35,000.
Finally, the ER contract expired on March 31, 2025 and while DIWM staff has released a Request for Proposals to select a vendor for ER services in the future, an extension is needed to complete the Oakdale specific work by the July date listed above.

Further explanation as needed:
The total cost of the Oakdale Incident portion of the contract will be increased by $8,000 to $258,000. While the current appropriations for the contract are $250,000, the department is not requesting a budget resolution as the additional $8,000 request will be absorbed into the department's current appropriations.
It has been determined that this will be funded out of the Sheriff's office, but that DIWM will facilitate the cleanup through our contract with Republic and ensure all waste is properly manifested to a Class II landfill for disposal. After all work has been completed and invoicing thoroughly reviewed, DIWM will work with the Sheriff's office for repayment to the Sanitation Enterprise Fund through an Internal Billing (IB).
It has been determined that this will be funded out of the Sheriff's office, but that DIWM will facilitate the cleanup through our contract with Republic and ensure all waste is properly manifested to a Class II landfill for disposal.
