Recommended Action
- Approve fifth amendment to Agreement No. 18-154 with CommuniCare Health Centers, Inc. to extend the term of the agreement through June 30, 2022 and reduce funding for Fiscal Year (FY) 2020-21 in the amount of $181,024 in order to shift funding to other substance use contractors; add funding in the amount of $1,061,107 for FY 2021-22 for a revised contract maximum of $4,493,776; add a Scope for data collection and screenings effective FY 2020-21; and revise and clarify contract language; and
- Re-delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to exercise an optional year extension and issue a related notice, not to exceed $1,061,107 for fiscal year 2022-23, for a 5-year maximum payment obligation not to exceed $5,554,883.

Reason for Recommended Action/Background
On May 8, 2018, the Board of Supervisors approved an agreement with Department of Health Care Services (DHCS) to receive funding in the amount of $13,943,284 for the Drug Medi-Cal Organized Delivery System.
Yolo County completed a formal competitive selection process (see Competitive Selection details below) and Communicare Healthcare Centers, Inc. was selected to provide Intensive Outpatient, Outpatient Services, Case Management, Physician Consultation, Recovery Services, and In-Person Screening/Referral Services. On July 10, 2018, the Board approved the underlying Agreement (“Agreement No. 18-154”) with Communicare Healthcare Centers, Inc. for the provision of those services.
Approval of this Amendment will allow CommuniCare to continue providing outpatient, intensive outpatient, case management services, recovery services, physician consultation services, and in person screening and access services. This amendment also adds an additional scope of work for Adverse Childhood Experience Screenings (ACEs) which will allow for screenings and assessments to obtain scores and cognitive assessment results from behavioral health clients who are simultaneously involved in the criminal justice system within Yolo County for the Data Driven Recovery Project (DDRP). The results from the screenings and assessments will be converted into anonymized data and incorporated into a DDRP study funded by the Mental Health Services Oversight and Accountability Commission.

Competitive Bid Process
On February 26, 2018, HHSA issued a Request for Proposal (“RFP”) seeking contractors to provide Substance Use Disorder (“SUD”) Adult Continuum of Care services to eligible Yolo County residents.
HHSA received eight proposals from this solicitation. Below is a table of all providers who submitted proposals. All proposals were evaluated and the following proposals were determined to meet all the required qualifications necessary to successfully provide these services: CommuniCare, Turning Point, Progress House, Community Recovery Resources, Yolo Wayfarer Center, BayMark, and CORE. Because these proposals were considered to be of high quality, they will be offered a contract to provide these identified services. Separate agreements for the other bids chosen will be submitted to the BOS for approval. Heritage Oaks was the only bid received that will not be awarded a contract.

The action decreases the contract maximum by $181,024 for fiscal year 2020-21 and increases the contract maximum by $1,061,107 for fiscal year 2021-22 for new contract maximum total of $4,508,288, for the period of July 1, 2018 through June 30, 2022. No general funds are required by this action. These services will be funded by DMC-ODS. The amount of $1,065,207 is included in the HHSA adopted budget for fiscal year 2020-21, and the amount of $1,061,107 is included in the HHSA proposed budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.

The agreement also includes one one-year extension option for Fiscal Year 2022-23 in an amount less than or equal to $1,061,107.
In no event shall the term of the Agreement extend beyond June 30, 2023 nor shall the total maximum payment obligation exceed the amount of FIVE MILLION FIVE HUNDRED FIFTY-FOUR THOUSAND EIGHT HUNDRED EIGHTY-THREE DOLLARS ($5,554,883), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
