Reason for Recommended Action/Background

Two Yolo County facilities have either been undergoing remodeling or new construction.  As part of the construction process, staff have developed a process for naming facility areas, or areas of County property, which includes outreach to stakeholders and vetting through the Board Committee on Capital Investments in accordance with the County's Naming of County Assets policy (Attachment A).  Below are staff recommendations for the naming of the Marilyn Wirth Memorial which will be located at the Gibson House Property at 512 Gibson Road, Woodland; and the Monroe Detention Medical Wing at 140 Tony Diaz Drive, Woodland CA, as the Helen M. Thomson Wellness Unit.

The County will be constructing an arbor on the Gibson House property to memorialize the volunteer service of Marilyn Wirth. It was the desire and intention of the Yolo County Historical Museum Board of Directors and Gibson Gardeners to install a structure in the herb garden to honor Marilyn Wirth for her many hours of volunteer service which beautified the garden spaces of the Gibson House and supported the preservation of the history of Yolo County. Since the dissolution of the Yolo County Historical Museum, the County, with the assistance of YoloArts, has worked to install a Wirth Memorial onsite and honor that commitment. When the project is complete, the County and YoloArts will work collaboratively to hold a dedication ceremony in the garden.

The medical wing of Monroe Detention Facility is recommended to be named the Helen M. Thomson Wellness Unit. Ms. Thomson is honored for her service and leadership in public office as both an elected official in the California Assembly and Yolo County Board of Supervisors, as well as numerous nonprofit Boards and organizations.  Ms. Thomson continues to be an advocate for the physical and behavioral health of Yolo County’s incarcerated population.  Ms. Thomson was instrumental during the planning process of the Monroe facility remodel by supporting the inclusion of a modern medical and behavioral health unit via testimony to the Board of Supervisors.
