Adopt budget resolution transferring $759,819 in remaining state election funds in the 2021-2022 Elections Fund Balance to Salaries, Services/Supplies and Equipment for the June 7, 2022, Statewide Direct Primary Election; authorize the purchase of a BizBox 29 ft. trailer Mobile Vote Center (MVC) and pickup truck in the amount of $175,568; and approve the amendment to the 2021-22 equipment list to include the MVC and pickup truck. Recommended Action

  1. Adopt budget resolution transferring $759,819 in remaining state election funds in the 2021-2022 Elections Fund Balance to Salaries, Services/Supplies and Equipment to be used for essential staff and equipment for the June 7, 2022, Statewide Direct Primary Election;
     
  2. Authorize purchase of a BizBox 29 ft. trailer Mobile Vote Center (MVC) and pickup truck in the amount of $175,568; and
     
  3. Approve the amendment to the equipment list to include the MVC and pickup truck.

Reason for Recommended Action/Background

The Elections Office of the Assessor/Clerk-Recorder/Elections Department (ACE) received state funding to facilitate the September 14, 2021, California Gubernatorial Recall Election. Use of remaining funds is restricted and must be used for certain purposes for the next election in June 2022 or returned. At the time the funds were received, funds were placed in the Fund Balance, where it resided pending clarification of use. These funds need to be shifted to Salaries, Supplies/Services and Equipment to cover state expenses incurred for the June 7, 2022 Statewide Direct Primary Election. This will result in a one-time savings to the county General Fund.

The County is transitioning permanently to the Voter's Choice Act (VCA) voting model. A comprehensive plan to reach out to voters is required in our Yolo County Election Administration Plan (EAP). Purchase of a state-of-the-art Mobile Vote Center or MVC (BizBox 29 ft. trailer) and a pickup truck capable of towing it are planned to provide support to future elections in remote areas of Yolo County and is a component of the EAP currently under review.

The EAP includes goals to reach out to voters in remote locations and to provide voting information services in all areas of the County. The MVC will be deployed in various locations across the County so in-person voting can take place, and in venues where voter registration and outreach functions can be featured. The purchase and deployment of these vehicles goes a long way towards successfully implementing Yolo County's EAP and promoting accessibility to voting throughout the County.

Competitive Bid Process

BizBox holds the patent on this design used by many election offices around the country. This will be purchased with a Sole Source approval.
The pickup truck will be procured using standard sourcing and contracts maintained by Fleet Services.

Further explanation as needed:

The state has provided funding for the 2021 Gubernatorial Recall election in the amount of $1,729,200. At the time the Adopted Budget was prepared we did not have clear direction from the state on using any monies not spent at that time. We now have clear direction that leftover funds are to be used in the next election (June 2022) to offset state costs for that election. This transaction releases funds from Fund Balance to the Equipment, Salaries and Supplies/Services accounts where it will be spent as directed by the state.
