Reason for Recommended Action/Background
Yolo County intends to construct Runway 16-34 Run-up Aprons Project at the Yolo County Airport (DWA or Airport); the project was designed under a separate contract with Mead and Hunt, Inc. This scope of services is for construction support including administration, observation and materials testing services for the construction work on the project. The current work authorization is being issued under BOS Agreement No. 18-64, which was approved by the Board on April 24, 2018.
The Project will be funded by the Federal Aviation Administration (FAA) under Airport improvement Program (AIP) Grant No.3-06-0342-XX-2022 and is subject to compliance with FAA regulations and standards.
Mead and Hunt, Inc. ("Consultants") will consult with the County in determining the balance between the needs of the County, the FAA design standards, the quality of construction, and the County funds available to achieve optimum construction of the Project.
Consultants will assist the County in establishing the requirements for the Project and perform the professional services necessary to complete the Project.
The Project consists of the following elements:

- Construction of Runway 16 Run-up Apron: New run-up aprons will be constructed for Runway 16-34 in two elements. Element 1 consists of the base bid for the Project and includes demolition of existing asphalt and concrete pavements, clearing, grading, subgrade preparation and construction of new run-up apron for Runway 16. Also included in Element 1 is the installing of new taxiway edge retro reflectors and application of new pavement markings.
- Construction of Runway 34 Run up Apron: Element 2 is a bid alternate for the Project and includes demolition of existing asphalt and concrete pavements, clearing, grading, subgrade preparation and construction of new run-up apron for Runway 34. Also included in Element 2 is the installation of new taxiway edge retro-reflectors and application of new pavement markings.
Collaborations (including Board advisory groups and external partner agencies)
County Counsel, Department of Financial Services, General Services Department. Mead and Hunt has performed very well on this project up to this point and their expertise is vital to the successful completion of this needed improvement.
Competitive Bid Process
N/A. This work authorization is being issued under BOS Agreement No. 18-64, which was approved by the Board of Supervisors on April 24, 2018, following a competitive bid process (RFQ).
