Recommended Action
- Approve third amendment to Agreement No. 19-16 with CommuniCare Health Center, Inc. to add funding in the amount of $12,000 for fiscal year (FY) 2021-22, for a new contract maximum of $225,041; and extend the agreement through February 28, 2022; and add an additional (1) month optional extension in an amount not to exceed $6,000 to continue securing supervised toxicology specimen collections for County referred Child Welfare Services clients; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise an optional monthly extension up to $6,000 for the month of March in Fiscal year 2021-22 and 2) issue related option months notices. Please see Section 5. of Att. A. Third Amendment.

Reason for Recommended Action/Background
This third amendment will enable the Health and Human Services Agency (HHSA) to continue securing supervised toxicology specimen collections for County referred Child Welfare Services clients who are being asked to drug test prior to a case being referred to the Juvenile Court and for parents under investigation by Child Welfare Services where substance abuse related allegations of abuse/neglect have been made.
Approval of this third amendment will enable the Health and Human Services Agency to pay pending claims for FY2021-22 and to continue these crucial services, pending an RFP to procure these services.

Competitive Bid Process/Vendor Performance
In compliance with the County's updated Procurement Policy, approved on December 11, 2018 via Minute Order 18-202, Item No. 18, the competitive selection process used for this agreement was "Informal Quotes". Four potential vendors were contacted by CWS staff regarding quotes for the provision of these services. Two potential vendors did not respond to HHSA’s overtures. Two potential vendors responded, CommuniCare and Cache Creek Lodge. Of these, CommuniCare’s quote was significantly less than Cache Creek’s quote. However, Cache Creek Lodge provided a quote, they indicated they were not interested in providing these services due to capacity and commitments made to the Yolo County Probation Department.

The action increases the contract maximum by $12,000 increasing CWS Realigning by $11,166.66 and CalWORKs realignment funding by $833.34 for a total of $225,041 for the period of July 1, 2018 to February 28, 2022. No general funds are required by this action. These services will be funded by CWS Realignment and CalWORKs funding. The amount of $12,000 is included in the HHSA adopted budget for FY2021-22.
